At the beginning of the parshah, Rashi quotes <b>all</b> the words of the first verse "And Balak son of Tzippor saw all that Israel had done to the Amorite" and explains "He said: These two kings on whom we relied did not stand before them; we, all the more so, how much more so,
אין אנהויב פון דער סדרה איז רש״י מעתיק אלע ווערטער פון ערשטן פסוק "וירא בלק בן צפור את כל אשר עשה ישראל לאמורי" און איז מפרש "אמר אלו שני מלכים שהיינו בטוחים עליהם לא עמדו בפניהם אנו על אחת כמה ובמה,
therefore Moav was afraid."

The commentators say<sup>1</sup>,

that with his commentary Rashi is <b>innovating</b>,

that what the verse relates further "and Moav was afraid",

is not a matter in itself,

but rather it comes in continuation of "And Balak saw etc.": When Balak saw what the Jews had done to the Amorite,

how they had vanquished the two kings Sichon and Og with their people,

It is, however, not understood:

that with "ויגר מואב" a separate matter begins and <b>not</b> as a result of "וירא בלק" — then the entire verse "וירא בלק" has no explanation<sup>2</sup>
אז מיט "ויגר מואב" הויבט זיך אן א באזונדער ענין און ניט ווי א תוצאה פון "וירא בלק" — האט דאך דאן דער גאנצער פסוק "וירא בלק" קיין פירוש ניט

that the "vayagar Moav" came from that which <b>Moav</b> saw,

But according to this, the above-mentioned question still remains: if so,

the verse should have said,
האט דאך דער פסוק געדארפט זאגן,
"And <b>Moab</b> saw" and not "And <b>Balak</b> saw" — Rashi addresses this with the words "for we were confident of them":
"וירא מואב " און ניט "וירא בלק " — באווארנט דאס רש״י מיט די ווערטער "שהיינו בטוחים עליהם":
This very matter,
אט דער ענין,
that the kings of Canaan paid tribute to Sihon and Og in order to prevent them "that troops should not pass over them"<sup>12</sup>,

was <b>not</b> a well-known thing —

could no longer conceal this secret from his state officials and also revealed it to them,

Seemingly there is a way to explain the verses "And <b>Balak</b> saw" and "And <b>Moab</b> was afraid" in the manner that Rashi says earlier<sup>16</sup>
לכאורה איז פאראן אן ארט צו מסביר זיין די פסוקים "וירא בלק " און "ויגר מואב " על־דרך ווי רש״י זאגט פריער
Regarding "And he sent messengers"
בנוגע צו "וישלח מלאכים"
(To the king of Edom and to Sichon)
(צו מלך אדום און צו סיחון)
: That sometimes it says "And <b>Israel</b> sent messengers" and sometimes it says that <b>Moses</b> sent them,
: אז דאס וואס אמאל שטייט "וישלח ישראל מלאכים" און אמאל שטייט אז משה האט זיי געשיקט,
is that

Because "Moses is Israel and Israel is Moses",

Israel instead of Moshe solely because of that which "Moshe is Israel and Israel is Moshe."

And from this it is understandable regarding our matter: since that by "Vayar" and "Vayagar" there is <b>not</b> any reason to set aside Balak instead of Moav and Moav instead of Balak,

that the fear of Balak came only from this, that he saw how the Jews had defeated such strong kings as Sichon and Og and he made the kal vachomer regarding himself,

one can ask: this kal vachomer he could have made immediately after the victory of the Jews over Sichon king of the Emori

and if "Sichon could not stand before them, certainly we [cannot]" — then why did the fear for the Jews awaken in him only after they had also defeated Og king of the Bashan?
און אויב "סיחון לא עמד בפניהם אנו עאכו״כ״ — היינט פארוואס האט זיך ביי אים דערוועקט די מורא פאר אידן ערשט נאכדעם ווי זיי האבן מנצח געווען אויך עוג מלך הבשן?
But according to Rashi's emphasis, it is understandable simply: because as long as Og was still in his strength,
אבער לויט דער הדגשה פון רש״י איז עס פארשטאנדיק בפשטות: ווייל כל זמן עוג איז נאך געווען בתקפו,
Balak did not fear so much,
האט בלק ניט אזוי מורא געהאט,
having at least one guardian on whom to rely; but when he discovered that he already had absolutely no one to trust in,
האבנדיק לכה״פ איין שומר אויף וועמען צו פארלאזן זיך; אבער בעת ער האט אויסגעפונען אז ער האט שוין אינגאנצן ניט אויף וועמען צו בוטח זיין,
because "<b>two</b> kings that we were confident in did not stand before them",
ווייל " שני מלכים שהיינו בטוחים עליהם לא עמדו בפניהם",
then only then did the strong fear awaken.
דאן האט זיך ערשט דערוועקט די שטארקע מורא.

Based on the above, it is also understandable,
ע״פ הנ״ל איז אויך פארשטאנדיק,
why Rashi quotes not only the words "And Balak saw",
וואס רש״י איז מעתיק ניט בלויז די ווערטער "וירא בלק",
but also the following words of the verse until the last word "to Moab",
נאר אויך די נאכפאלגנדיקע ווערטער פון פסוק ביז צום לעצטן ווארט "לאמורי",
because the point of Rashi's commentary pertains also to the interpretation of "did" "to Moab":
ווייל דער אויפטו פון פי׳ רש״י איז נוגע אויך צום טייטש פון "עשה" "לאמורי":
If one would learn that in that which "Israel did to the Amorite" Balak was frightened by that which Jews are <b>stronger</b> even than the Amorite — and since that
אויב מ׳זאל לערנען אז אין דעם וואס "עשה ישראל לאמורי" האט בלק׳ן געשראקן דאס וואס אידן זיינען שטארקער אויך פונעם אמורי — און וויבאלד אז
(as above ibid.)

<b>this</b> detail he could have perceived immediately after the war of Sichon even before the war with Og king of Bashan — then the reasoning would have compelled to learn that the "did" "to the Amorite" means <b>literally</b>,
דעם פרט האט ער געקענט איינזעען גלייך נאך מלחמת סיחון נאך פאר דער מלחמה מיט עוג מלך הבשן — וואלט דעמאלט די סברא מחייב געווען צו לערנען אז דער "עשה" "לאמורי" מיינט כפשוטו ,
only to Sichon king of the Amorite — and the passages are out of order<sup>29</sup>.
בלויז צו סיחון מלך האמורי — און די פרשיות זיינען שלא כסדרן .
But according to Rashi's explanation: "that we were <b>confident</b> about them",
אבער לויט דער הסברה פון רש״י: "שהיינו בטוחים עליהם",
one must learn that by the "did" "to the Amorite" is meant also to Og king of Bashan — because he is one of the "<b>two</b> kings that we were confident about them"
דארף מען איינלערנען אז מיטן "עשה" "לאמורי" ווערט געמיינט אויך צו עוג מלך הבשן — וויבאלד ער איז איינער פון " שני מלבים שהיינו בטוחים עליהם"
(for also Og is sometimes called "king of the Amorite"*<sup>29</sup>)
(ווארום אויך עוג הייסט אמאל "מלך האמורי״* )
— and according to this interpretation it comes out quite smoothly,
— און לויט דעם פירוש קומט אויס גאר גלאטיק,
that the passages are arranged in order.
אז די פרשיות זיינען אויסגעשטעלט כסדרן.

On the above explanation in Rashi,
אויף דעם ביאור הנ״ל אין פרש״י,
that with the words "that we were confident about them" Rashi intends to indicate,
אז מיט די ווערטער "שהיינו בטוחים עליהם" מיינט רש״י צו אנדייטן,
that the emphasis here is not the strength of the two kings,
אז די הדגשה איז דא ניט די שטארקייט פון די שני מלכים,
but rather the matter of "confident about them" itself
נאר דער ענין פון "בטוחים עליהם" גופא
(that Moab had become accustomed and therefore became frightened)
(וואס מואב האט אנגעוואוירן און זיך דעריבער געשראקן)
— is seemingly a difficulty from the conclusion in Rashi's commentary "we, all the more so"<sup>30</sup>
— איז לכאורה א קשיא פון דעם סיום אין פי' רש״י "אנו עאכו״כ״
It is indeed a self-understood thing,
ס׳איז דאך א דבר המובן,
that when one says a certain matter and then adds a second matter in the manner of "all the more so" against the first — it means then that by saying the first, "lenient" matter, one is finished
אז ווען מען זאגט א געוויסן ענין און מ׳איז דערנאך מוסיף א צווייטן ענין בדרך ״עאכו״כ״ קעגן ערשטן — מיינט עס דאך אז מיט זאגן דעם ערשטן ענין ה״קל" איז מען אויסן
(not its implication,
(ניט זיין משמעות,
by itself,
פאר זיך אליין,
but)
נאר)
to bring out through it the greater certainty in the second, "stringent" matter —
צו ארויסבאקומען דורך אים די גרעסערע וודאות אינעם צווייטן ענין ה״חמור״ —
So if we learn that with "we were confident in them" Rashi comes to emphasize the <b>strength</b> of the kings — then the conclusion "we all the more so" is understandable: what of Sichon and Og who are such mighty kings,
איז אויב מען לערנט אז מיט "בטוחים עליהם" איז רש״י אויסן צו מבליט זיין די שטארקייט פון די מלכים — איז דאן פארשטאנדיק דער סיום "אנו עאכו״כ": מה־דאך סיחון ועוג וואס זיינען אזעלכע מעכטיקע מלכים,
so that even others were "confident in them" and yet Jews defeated them — it is all the more so that they will certainly conquer Moab;
ביז אז אויך אנדערע זיינען געווען "בטוחים עליהם" און דאך האבן אידן זיי מנצח געווען — איז עאכו״כ אז זיי וועלן מואב זיכער אייננעמען;
But according to the explanation above,
אבער לויטן ביאור הנ״ל,
that Balak's fear came from the very fact that there are no longer the "two kings that we were confident in them" — then apparently the conclusion in the manner of a fortiori "we all the more so" does not fit here,
אז בלק׳ס מורא איז געקומען מצד דעם גופא וואס עס זיינען מער ניטא די "שני מלכים שהיינו בטוחים עליהם״ — פאסט דאך ניט דא לכאורה דער סיום בדרך ק״ו "אנו עאכו״כ",
then there is altogether no need for any a fortiori argument.
ס׳איז דאן איבערהויפט ניט נויטיק קיין קל־ וחומר.

is the explanation of this,
איז דער ביאור אויף דעם,
that with the phrase "we all the more so" Rashi intends to answer a question that arises in the general topic:
אז מיטן לשון "אנו על אחת כמה וכמה" וויל רש״י פארענטפערן א קשיא וואס שטעלט זיך אין כללות הענין:
In the previous parshah<sup>31</sup>
אין דער פריערדיקער סדרה
Rashi relates,
דערציילט רש״י,
that also to Moab the Jews sent messengers,
אז אויך צו מואב האבן אידן געשיקט שלוחים,
with the request,
מיט דער בקשה,
that he should let them pass through his land; and when the king of Moab did not grant them this,
אז ער זאל זיי לאזן דורכגיין דורך זיין לאנד; און בשעת דער מלך מואב האט זיי דאס ניט נאכגעגעבן,
the Jews encircled the land of Moab — but the border of Moab they did not cross.
האבן די אידן ארומגערינגלט ארץ מואב — אבער דעם גבול פון מואב זיינען זיי ניט אריבערגעגאנגען.
And here it immediately becomes difficult: What was the reason that Moab afterwards was so afraid of the Jews,
און דא ווערט באלד קשה: וואס איז געווען די סיבה וואס מואב האט דערנאך אזוי מורא געהאט פאר די אידן,
since Moab had already seen that the Jews <b>do</b> <b>not</b> <b>want</b>
וויבאלד מואב האט דאך שוין געזען אז די אידן ווילן ניט
(to cross the border and)
(אריבערגיין דעם גבול און)
wage war with him<sup>32</sup>?
מלחמה האלטן מיט אים ?
And Rashi addresses the question with his wording "These two kings in whom we were confident did not stand before them,
און די קשיא באווארנט רש״י מיט זיין לשון "אלו שני מלבים שהיינו בטוחים עליהם לא עמדו בפניהם,
<b>we</b> <b>all the more so</b>": Balak thought that what the Jews had previously refrained from waging war with Moab,
אנו עאכו״כ ": בלק האט געטראכט אז דאס וואס די אידן האבן פריער אויסגעמיטן צו מלחמה האלטן מיט מואב,
it was

after the Jews waged war and defeated the kings Sichon and Og,
נאכדעם ווי די אידן האבן מלחמה געהאט און מנצח געווען די מלכים סיחון ועוג,
they will no longer refrain from war with Moab.
וועלן זיי שוין זיך ניט אפהאלטן פון דער מלחמה מיט מואב.
And this means Rashi with "These two kings ..
און דאס מיינט רש״י מיט "אלו שני מלכים ..
did not stand before them, we all the more so",
לא עמדו בפניהם אנו עאכו״כ",
so if the two kings that we were confident about did not "stand"
אז אויב די שני מלכים שהיינו בטוחים עליהם זיינען ניט "געשטאנען"
(did not have a stand,
(ניט געהאט קיין שטאנד,
no place-holding)
קיין תפיסת מקום)
regarding Jews; that the Jews did not reckon with them and had the breadth to wage war with them — then all the more so that "we",
לגבי אידן; אז די אידן האבן זיך ניט גערעכנט מיט זיי און געהאט די ברייטקייט צו מלחמה האלטן מיט זיי — איז דאך עאכו״כ אז "אנו",
when we
ווען מיר
(Moab)
(מואב)
remained alone
זיינען געבליבן אליין
(and we no longer have the kings that we were confident about),
(און מיר האבן שוין ניט די מלכים שהיינו בטוחים עליהם),
we will certainly not "stand" against them,
וועלן מיר אוודאי ניט "שטיין" קעגן זיי,
and they will <b>surely</b> wage war with us.
און זיי וועלן זיכער מלחמת האלטן מיט אונז.

In the above one can add another point:

was when Balak saw how the Jews had killed the "two kings that we were confident about",
איז בעת בלק האט געזען ווי די אידן האבן דער׳הרג׳עט די "שני מלכים שהיינו בטוחים עליהם",
he about this told the people,
האט ער וועגן דעם דערציילט דעם פאלק,
and this caused that "Moab was terrified".
און דאס האט געווירקט אז "ויגר מואב".
And superficially,
ולכאורה,
why did he need to tell everyone about this: since they could not help in it at all,
צוליב וואס האט ער געדארפט אלעמען דערציילן וועגן דעם: סייווי האבן זיי דאך אין דעם גארניט געקענט העלפן,
so why did he need to cause the "terror" in the land?
היינט צוליב וואס האט ער געדארפט מאכן דעם "ויגר" אין לאנד?
is the answer to this,
איז דער תירוץ אויף דעם,
that at the time of "And Balak saw all that Israel had done to the Amorite",
אז בשעת "וירא בלק את כל אשר עשה ישראל לאמורי",
he became bewildered and he could not control himself and restrain himself from not speaking about this,
איז ער צעטומלט געווארן און ער האט זיך ניט געקענט באהערשן און זיך איינהאלטן אויף ניט צו ריידן וועגן דעם,
because "the wicked are in the power of their heart".
ווייל "הרשעים" הן ברשות לבם".
And here one sees the difference between Balak until,
און דא זעט מען דעם חילוק צווישן בלק׳ן ביז,
to distinguish,
להבדיל,
Moses our teacher:
משה רבינו:
Balak immediately publicized his fear,
בלק האט גלייך מפרסם געווען די מורא זיינע,
until the entire nation was afraid.
ביז אז דער גאנצער פאלק האט מורא געהאט.
But not so Moshe Rabbeinu,
משא״כ משה רבינו,
even at the time that he was afraid of Og, "lest the merit of Avraham stand for him"<sup>37</sup>,
אפילו בעת ער האט מורא געהאט פאר עוג׳ן "שמא תעמוד לו זכותו של אברהם״ ,
not only did he not tell anyone about it,
איז ניט בלויז וואס ער האט וועגן דעם קיינעם ניט דערציילט,
but moreover: even on himself was no fear at all discernible,
נאר נאכמער: אפילו אויף אים אליין איז כלל ניט געווען קענטיק קיין מורא,
and as the language in the Gemara<sup>38</sup>,
און ווי דער לשון אין גמרא ,
that it was only "<b>in his heart</b>".
אז ס׳איז געווען בלויז " בלבו ".

And this is also one of the matters of Yud-Beis Tammuz which are related to the matters of parshas Chukas<sup>39</sup>.
און דאס איז אויך איינער פון די ענינים פון י״ב תמוז וועלכע זיי־ נען בשייכות צו עניני פ׳ חקת .
By my revered father-in-law, the Rebbe,
ביי כ״ק מו״ח אדמו״ר,
the "histalshus of Moshe"<sup>40</sup>
דער "אתפשטותי׳ דמשה״
of our generation,
פון אונזער דור,
one finds a special emphasis on such conduct and in connection with the imprisonment:
געפינט מען א ספעציעלע הדגשה אויף אזא הנהגה ובקשר מיט דעם מאסר:
When the Rebbe saw that there were accusations, G‑d forbid,
בעת דער רבי האט געזען אז עס זיינען דא קטרוגים ר״ל,
and as he said "before 5687 I was very frightened"<sup>41</sup>,
און ווי ער האט געזאגט "פאר תרפ״ז האב איך זיך שטארק געשראקן" ,
but together with that,
איז אבער צוזאמען דערמיט,
not only did he not show it,
איז ניט נאר וואס ער האט עס ניט ארויסגעוויזן,
but on the contrary,
נאר אדרבה,
at that same time
אין דער זעלבער צייט
(and even when they had already arrested him in practice)
(און אפילו בשעת מען האט אים שוין ארעסטירט בפועל)
he still encouraged and strengthened the flock of his pasture,
האט ער נאך מעודד געווען און געשטארקט את צאן מרעיתו,
to increase and strengthen the work of spreading Torah and strengthening Judaism,
אויף צו מוסיף זיין און פארשטארקן די ארבעט פון הרבצת התורה והחזקת היהדות,
Also, being already in the Spalerna prison and knowing clearly the terrible danger for the nation and for the entire work of spreading Judaism — he decided with himself and in his language: "I am not permitted to think such thoughts that cause lowliness of spirit"<sup>42</sup>
אויך זייענדיק שוין אין שפאלערנע תפיסה און וויסנדיק קלאר די סכנה איומה פאר עם און פאר דער גאנצער ארבעט פון הפצת היהדות — האט ער בא זיך מחליט געווען ובלשונו: "אינני רשאי לחשוב מחשבות כאלו הפועלות נמיכת רוח"
; "to be strong and firm,
; "להיות עז ותקיף,
without fear.
בלי חת.
to speak in clear language etc."<sup>43</sup>
לדבר בשפה ברה כו׳״
; "and I am obligated ..
; ״ומחוייב הנני ..
not to be alarmed and not to fear,
שלא להבהל ושלא לפחוד,
in order that I may hold my ground not to turn right or left,
למען אשר אוכל החזיק מעמדי שלא לסור ימין ושמאל,
from that which I have decided,
מאת אשר החלטתי,
not to give the pride of Jacob to be trampled"<sup>44</sup>,
לבלי לתת את גאון יעקב למרמס" ,
And he carried it out <b>in practice</b><b><sup>45</sup></b>
און ער האט עס דורכגעפירט בפועל
And this very thing helped to bring about the "Into your hand I have given him"<sup>46</sup>,
און דאס גופא האט מיטגע׳פועל׳ט צו בריינגען דעם "בידך נתתי אותו" ,
that they emerged with a complete victory,
אז מען איז ארויס מיט א נצחון גמור,
and in a manner of "with a high hand" and "with a revealed head"<sup>47</sup>.
און אין אן אופן פון "ביד רמה" און "בריש גלי" .
