and his language<sup>31</sup>

: "Bera — evil to heaven and evil to creatures; Birsha — that he became great in his wickedness<sup>32</sup>
: "ברע — רע לשמים ורע לבריות; ברשע — שנתעלה ברשעו<sup>32</sup>
; Shinav — who hates his Father in heaven; Shemeber — there he made a wing to fly and jump and rebel against the Holy One, blessed be He."

Behold, in the last two their rebellion against the Holy One, blessed be He, is emphasized in their name

whereas by "Bera" there was double evil — evil toward heaven and evil toward creatures.

At the end of Parshas Noach<sup>38</sup>

Rashi explains the difference between the punishment of the generation of the Flood and the generation of the Dispersion,
מבאר רש"י ההבדל בין עונשם של דור המבול ושל דור הפלגה,
and this is his language: "And which is more severe, that of the generation of the Flood or that of the generation of the Dispersion,
וז"ל: "וכי איזו קשה של דור המבול או של דור הפלגה,
these did not stretch out their hand against the Essence, and these stretched out their hand against the Essence to fight with Him,
אלו לא פשטו יד בעיקר ואלו פשטו יד בעיקר להלחם בו,
and these were swept away, and these were not destroyed from the world,
ואלו נשטפו ואלו לא נאבדו מן העולם,
but rather the generation of the Flood were robbers and there was strife among them, therefore they were destroyed,

was primarily because they "were robbers and there was strife among them".

regarding the reason for the matter,

because robbery and strife are the opposite of the settlement of the world and return the world to chaos.

And it seems to me regarding the intent of the words,
ונ"ל בכוונת הדברים,
that the flood is not only a severe punishment for severe sins,
דאין המבול רק עונש חמור על חטאים חמורים,
but its matter is like a kind of regret over the entirety of the creation of man and the world<sup>42</sup>,
אלא ענינו כעין חרטה על כללות בריאת האדם והעולם<sup>42</sup>,
that the conduct of the creatures brought about that the Holy One, blessed be He, regretted, as it were, the very creation,

And this is that the primary cause for this decree is the sin of robbery and strife,

the opposite of the settlement of the world,

The difference between the purpose of "sulfur and fire..

from the heavens" and the overturning of the cities is,

that in the overturning of the cities the inhabitants of the cities were killed and also every plant of the ground was destroyed<sup>47</sup>,

but there is in this no corruption of the earth itself,

שבתהו "כל א' בפני עצמו,
branches that are separate",
ענפין מתפרדין",
and this is the reason of the one who says<sup>51</sup>
וזהו טעם המ"ד<sup>51</sup>
that "the one who says 'mine is mine and yours is yours'...
ד"האומר שלי שלי ושלך שלך..
this is the trait of Sodom",
זו מדת סדום",
for the very matter of separation and division from each other is like the matter of the world of Tohu,
כי עצם ענין הפירוד וההתחלקות זמ"ז ה"ז כענין עולם התהו,
branches that are separate.
ענפין מתפרדין.
And this is the matter of the destruction of Sodom and Gomorrah etc.,
וזהו"ע איבוד סדום ועמורה כו',
which is in the manner of the "shattering" of the world of Tohu
שהוא ע"ד ה"שבירה" דעולם התוהו
(as our Sages said<sup>52</sup>
(כמחז"ל<sup>52</sup>
"He would create worlds and destroy them"),
"שהי' בורא עולמות ומחריבן"),
whose purpose is "He demolishes in order to build",
שמטרתו הוא "סותר ע"מ לבנות",
for the sake of the creation of the world of Tikkun, whose matter is a world of integration and unity etc.
בשביל בריאת עולם התיקון שענינו עולם של התכללות ואחדות כו'.
However,
אמנם,
the ultimate intention is,
תכלית הכוונה היא,
that in the "vessels" of Tikkun there will also be drawn and revealed the "lights of Tohu" which are beyond measure and limitation,
שב"כלים" דתיקון יומשכו ויתגלו גם ה"אורות דתהו" שהם למעלה ממדידה והגבלה,
but since they will be in the "vessels of Tikkun",
אלא כיון שיהי' ב"כלים דתיקון",
there is no matter of separation and shattering in this,
אין בזה ענין של פירוד ושבירה,
but rather on the contrary,
אלא אדרבה,
the ultimate unity etc.
תכלית האחדות כו'.
And based on this we can explain what is said in Ezekiel<sup>53</sup>
ועפ"ז יש לפרש מ"ש ביחזקאל<sup>53</sup>
that in the future the cities of Sodom will return,
שלעתיד ישובו ערי סדום,
"And I will return their captivity, the captivity of Sodom and her daughters",
"ושבתי את שביתהן את שבית סדום ובנותי'",
it can be said,
דיש לומר,
that the inner content of the return and building of these cities is,
שהתוכן הפנימי דשיבת ובנין ערים אלו הוא,
that at the time of the redemption the lights of Tohu will be revealed below,
שבזמן הגאולה יתגלו למטה אורות דתהו,
except that then these lights will be drawn down specifically in vessels of Tikkun
אלא שאז יומשכו אורות אלה בכלים דתיקון דוקא
(building,
(בנין,
the opposite of breaking).
היפך השבירה).
And this is also what they said in the Midrash<sup>54</sup>
וזהו גם מה שאמרו במדרש<sup>54</sup>
"I have found<sup>55</sup>
"מצאתי<sup>55</sup>
David My servant,
דוד עבדי,
where did I find him? In Sodom",
היכן מצאתי אותו בסדום",
for at first glance it is perplexing,
דלכאורה תמוה,
how is it possible that David the anointed king will be specifically connected to Sodom?
כיצד יתכן שדוד מלכא משיחא יהי' שייך לסדום דוקא?
Rather this is because of the inner quality within it,
אלא זהו מצד המעלה הפנימית שבה,
the revelation of the lights of Tohu,
גילוי אורות דתהו,
and therefore "I found him specifically in Sodom",
ולכן "מצאתי אותו בסדום" דוקא,
for this is the matter of David the anointed king,
כי זהו ענינו של דוד מלכא משיחא,
that through him there will be the revelation of the lights of Tohu
שעל ידו יהי' גילוי אורות דתהו
(which are above measure and limitation),
(שלמעלה ממדידה והגבלה),
except that they will be drawn down specifically in vessels of Tikkun.
אלא שיומשכו בכלים דתיקון דוקא.
And based on this, perhaps one could say,
ועפ"ז אולי יש לומר,
that this is the inner content of the superiority in the two types of cities of Sodom and its daughters that will return in the future: Sodom and Gomorrah
שזהו התוכן הפנימי למעליותא שבשני סוגי הערים דסדום ובנותי' שישובו לעתיד לבוא: סדום ועמורה

(שנשרפו)
allude to the lights of Tohu that are above measurement and limitation,
רומזות על אורות דתהו שלמעלה ממדידה והגבלה,
and the two cities Admah and Zeboiim
ושתי הערים אדמה וצבוים
(which are like the generation of the Dispersion<sup>56</sup>
(שהם ע"ד דור הפלגה<sup>56</sup>
as above,
