The Rambam wrote in the Laws of Kings<sup>1</sup>
כתב הרמב"ם בהל' מלכים<sup>1</sup>
: "The King Messiah will in the future stand and restore the kingdom of the House of David to its former state, etc. And whoever does not believe in him, or whoever does not await his coming, denies not only the other prophets but the Torah and Moses our teacher, for the Torah testified about him, as it is said<sup>2</sup>
: "המלך המשיח עתיד לעמוד ולהחזיר מלכות בית דוד ליושנה וכו' וכל מי שאינו מאמין בו או מי שאינו מחכה לביאתו לא בשאר נביאים בלבד הוא כופר אלא בתורה ובמשה רבינו שהרי התורה העידה עליו שנאמר<sup>2</sup>
And the Lord your God will return your captivity and have compassion on you, and will return and gather you from all the nations etc. If your outcasts are at the ends of the heavens etc., the Lord your God will bring you.

And these matters that are explicit in the Torah include all the things that were said by all the prophets.

Even in the portion of Balaam it is said, and there he prophesied about the two messiahs,

And in the halachah that follows this, the Rambam continues: "Even regarding the cities of refuge it says<sup>3</sup>

If the Lord your God will expand your border and you will add for yourself yet three cities etc. And this thing never happened and the Holy One, blessed be He, did not command in vain<sup>4</sup>,

The need for the two first proofs is understood,

is about the belief in the King Messiah,

Also one must be precise,

that the Rambam wrote this proof as a separate halachah,

And it seems to say,

that in this proof from the cities of refuge there is a fundamental novelty regarding the first two proofs: in that the Torah commanded "If [God] will expand... and you shall add..."
שבראי' זו מערי מקלט יש חידוש עיקרי לגבי ב' ראיות הראשונות: בזה שציוותה תורה "אם ירחיב גו' ויספת גו'"
(that in the days of Mashiach they must add to the cities of refuge,

The Rambam in Laws of the Foundations of the Torah<sup>17</sup>
הרמב"ם בהלכות יסודי התורה<sup>17</sup>
"A clear and explicit matter in the Torah that it is a commandment standing forever and for all eternities, it has neither change nor diminution nor addition",
"דבר ברור ומפורש בתורה שהיא מצוה עומדת לעולם ולעולמי עולמים אין לה לא שינוי ולא גרעון ולא תוספת",
that "commandment" means the commands of the Torah,
ש"מצוה" פירושו ציוויי התורה,
and as the continuation of the words of the Rambam "that all the words of the Torah we are commanded to do them forever".

And so he also wrote in Laws of Kings there<sup>18</sup>,

Regarding the promises of the Holy One, blessed be He

there are certain manners in which it is possible that a change occurs in them,

like "words of calamity that the prophet says" which can be nullified,

because "the Holy One, blessed be He, is slow to anger and abundant in kindness, etc.

But apparently there is still room for a question:

Behold, the principle of the eternity of the Torah is in all parts of the Torah<sup>32</sup>,

and especially in the Five Books of Moses,

and as the Rambam wrote<sup>33</sup>

כדרך שנעשה להם בימי יהושע בן נון אלא שגרם החטא".
And at first glance,

("a people whom You have acquired")

is written in the Written Torah
נכתבה בתורה שבכתב
(before the time of the "second entry")<sup>40</sup>,

and this Torah will not be exchanged and "it has neither change nor diminution<pg>119</pg>
והתורה הזאת לא תהי' מוחלפת ו"אין לה לא שינוי ולא גרעון<pg>119</pg>
And it shall not be added",
ולא תוספת",
How can it be said that a change will occur in this promise and it will not be fulfilled in practice
איך אפשר לומר שיחול שינוי בהבטחה זו ולא תתקיים בפועל
(for whatever reason)?
(מאיזו סיבה שתהי')?
And therefore it must be said,
וע"כ צ"ל,
that the definition of the eternity of the Torah does not apply at all to the study of the plain meaning of the verses
כי הגדר של נצחיות התורה אינו שייך בכלל ללימוד פי' הכתובים
(whether this is in the physical or in the spiritual,
(האם זהו בגשמיות או ברוחניות,
in any manner or condition etc.)].
בכל אופן או בתנאי וכו')].
And this is the novel point in our matter,
וזהו החידוש בעניננו,
that since the promise of the redemption is a detail of the commandment of the cities of refuge,
שכיון שהבטחת הגאולה היא פרט ממצות ערי מקלט,
the definition of the eternity of the commandments of the Torah applies to it,
חל עלי' גדר נצחיות מצות התורה,
which

must be fulfilled simply and physically<sup>41</sup>,

and in a manner that no change is applicable to it,

According to all the above, we must explain the reason that the Rambam adds the proof about the King Messiah from that which "even about the cities of refuge it says 'If He will expand..

the Torah and Moses our teacher" because "the Torah testified about him" — he also "detracts" one of the commandments of the Torah,

for according to his opinion this detail of the commandment of the cities of refuge will not be fulfilled,

and there applies to him what the Rambam said

"behold this is certainly a liar and a wicked one and an apikoros".

of the Torah and Moses our teacher", what does it add that he detracts from the commandments of the Torah?
בתורה ובמשה רבינו" מה מוסיף זה שהוא גורע ממצות התורה?
But according to what was said above, it can be said that there is a practical difference in law — and after prefacing an explanation of the law of one who says he does not believe in the future redemption because he holds that even though we were promised the redemption,
אבל ע"פ הנת"ל יש לומר שיש נפק"מ לדינא — ובהקדים ביאור דינו של האומר שאינו מאמין בגאולה העתידה לבוא מפני שסובר שאף שהובטחנו על הגאולה,
a change has occurred in this and this promise has been nullified
חל בזה שינוי ונתבטלה הבטחה זו
(because of sin and the like)<sup>42</sup>,
(מפני החטא וכיו"ב)<sup>42</sup>,
that seemingly it is impossible to say about him that he "denies..
שלכאורה אי אפשר לומר עליו ש"כופר..
the Torah and Moses our teacher, for the Torah testified about him"
בתורה ובמשה רבינו שהרי התורה העידה עליו"
(that the intention in this is that he denies something explicit in the Written Torah,
(שהכוונה בזה שכופר בדבר המפורש בתורה שבכתב,
as above at the beginning of the sicha)
כנ"ל בתחילת השיחה)
— for he does not deny the promise written in the Torah,
— שהרי אינו כופר בהבטחה הכתובה בתורה,
but rather he holds that even regarding such a promise, the concept of regret applies
אלא ס"ל שגם על הבטחה כזו שייך ענין החרטה
(and it is doubtful if he has the status of one who denies the Oral Torah)
(וצ"ע אם יש לו דין כופר בתורה שבע"פ)

But since the redemption is a detail and boundary in the commandments of the Torah,
אבל כיון שהגאולה היא פרט וגדר במצות התורה,
which "is a standing commandment<pg>120</pg>
אשר "היא מצוה עומדת<pg>120</pg>
"forever and ever",
לעולם ולעולמי עולמים",
which forces that it is impossible for there to be a change, G-d forbid, in the promise of the redemption,
שזה מכריח שאי אפשר להיות שינוי ח"ו בהבטחת הגאולה,
behold, when he says the opposite of this,
הרי באמרו היפך מזה,
he is subject to the law of a denier of the Torah
יש עליו דין כופר בתורה
(for even though he believes that the command "And if He will broaden etc. and you shall add etc." is from heaven,
(כי אף שמאמין שהציווי "ואם ירחיב גו' ויספת גו'" הוא מן השמים,
behold, when he says that this detail of the commandment will be nullified — "this Torah has already been nullified" — he is a "denier of the Torah"<sup>*42</sup>).
הרי באמרו שיתבטל פרט זה דהמצוה — "כבר בטלה תורה זו" — הרי הוא "כופר בתורה"<sup>*42</sup>).
And one can say another practical difference — regarding one who says he does not believe in the future redemption to come because he interprets the verses of the promise of the Torah not according to their simple meaning
ויש לומר עוד נפק"מ — באומר שאינו מאמין בגאולה העתידה לבוא מפני שמפרש המקראות של הבטחת התורה שלא כפשוטם
(who says that the redemption will be only in spirituality and the like),
(שאומר שהגאולה תהי' רק ברוחניות וכיו"ב),
that at first glance it is impossible to say about him that he is a "denier..
שלכאורה אי אפשר לומר עליו ש"כופר..
of the Torah and of Moses our teacher",
בתורה ובמשה רבינו",
for he admits that what is written in the Torah is true,
שהרי מודה דמה שכתוב בתורה הוא אמת,
only that he thinks that the intention of the Torah is not for the simple meaning of the matter but not according to its simple meaning.
אלא שסובר שכוונת התורה אינה לפשטות הענין אלא שלא כפשוטו.
And also if you say that this is the opposite of the principle<sup>43</sup>
וגם את"ל שזהו היפך הכלל<sup>43</sup>
of "a verse does not depart from its simple meaning",
ד"אין מקרא יוצא מידי פשוטו",
it is doubtful if one can say that the name "denier of the Torah and of Moses our teacher" applies to him because he interprets verses not according to their simple meaning.
צ"ע אם אפשר לומר שחל עליו שם "כופר בתורה ובמשה רבינו" משום שמפרש מקראות שלא כפשוטם.
But from this aspect that the redemption is a detail and boundary in the commandments of the Torah,
אבל מצד זה שהגאולה היא פרט וגדר במצות התורה,
then when he says that the redemption will not be in its simple sense, behold he removes "matters of commandments from their simple meaning" and the law of "this is certainly a liar and wicked and an apostate" applies to him.
אז באמרו שהגאולה לא תהי' כפשוטה הרי הוא מוציא "דברים של מצות מפשוטן" וחל עליו הדין ד"הרי זה ודאי בדאי ורשע ואפיקורוס".

And behold, in this way there is to explain further a precision in the language of the Rambam — that in the proof from "the portion of Balaam" he says "even in the portion of Balaam it is stated, and there it prophesies about the two messiahs",
והנה בדרך זו יש לבאר עוד דיוק בלשון הרמב"ם — שבהראי' מ"פרשת בלעם" אומר "אף בפרשת בלעם נאמר ושם נבא בשני המשיחים",
which at first glance is not understood the reason for this emphasis of "and there it prophesies"<sup>44</sup>
שלכאורה אינו מובן טעם הדגשה זו ד"ושם נבא"<sup>44</sup>
(which is stated in the manner of prophecy).
(שנאמר בדרך נבואה).
And it is very forced to say,
[ודוחק גדול לומר,
that since it prefaces that this is "in the portion of Balaam",
שכיון שמקדים שזהו "בפרשת בלעם",
one must add "and there he prophesied" for otherwise from where do we have that there is truth in the words of Balaam — for since "the portion of Balaam" was written in the Torah of Moses<sup>45</sup>,
צריך להוסיף "ושם נבא" דאל"כ מנא לן שיש אמת בדברי בלעם — שהרי כיון ש"פרשת בלעם" נכתבה בתורת משה<sup>45</sup>,
it is understood,
מובן,
and simple,
ופשוט,
that they are true things<sup>46</sup>].
שדברים אמיתיים הם<sup>46</sup>].
And it can be said,
ויש לומר,
that also in this the intention of the Rambam is to inform us of an additional stringency regarding one who does not believe in the King Messiah,
שגם בזה כוונת הרמב"ם היא להשמיענו חומרא נוספת במי שאינו מאמין במלך המשיח,
that in addition to this that he is "a denier..
שנוסף ע"ז שהוא "כופר..
of the Torah and of Moses our teacher",
בתורה ובמשה רבינו",
behold he denies also the words of prophecy.
הרי הוא כופר גם בדברי נבואה.
That the words of Torah are more severe than the words of prophets<sup>47</sup>
דאף שדברי תורה חמורים מדברי נביאים<sup>47</sup>
— nevertheless we also find severity in the words of prophets regarding the words of Torah,
— מ"מ מצינו גם חומר בדברי נביאים לגבי דברי תורה,
that the punishment for the words of Torah depends on the type of transgression,
שהעונש על דברי תורה תלוי בסוג העבירה,
whether it is a light or severe transgression etc.,
אם היא עבירה קלה או חמורה כו',
but not so one who transgresses the words of the prophet,
משא"כ העובר על דברי הנביא,
it does not matter in which matter he transgressed,
אין נפק"מ באיזה ענין עבר,
and even if it is in matters of permission,
ואפילו אם הוא בדברי הרשות,
he is liable to death by the hand of heaven<sup>48</sup>.
חייב מיתה בידי שמים<sup>48</sup>.
And the reason may be said,
ויש לומר הטעם,
because although the force of the words of Torah is much greater than the force in the words of prophecy — nevertheless regarding human beings,
משום שאע"פ שהתוקף של דברי תורה גדול הרבה יותר מהתוקף שבדברי נבואה — מ"מ לגבי בני אדם,
there is stringency in the words of prophecy.
יש חומרא בדברי נבואה.
For prophecy is that which "the Almighty prophesies to human beings"<sup>49</sup>,
כי הנבואה הוא מה ש"האל מנבא את בני האדם"<sup>49</sup>,
"knowledge that reaches from the Creator to the heart of human beings"<sup>50</sup>,
"מדע שמגיע מהבורא ללב בני האדם"<sup>50</sup>,
and since this is a revelation of His word to human beings<sup>51</sup>,
וכיון שזהו גילוי דברו לבנ"א<sup>51</sup>,
therefore,
לכן,
regarding the effect on human beings, in the words of prophets there is force and stringency regarding<pg>121</pg>
בנוגע לפעולה לבני אדם יש בדברי נביאים תוקף וחומר לגבי<pg>121</pg>
Words of Torah<sup>52</sup>.
דברי תורה<sup>52</sup>.
And therefore,
ומשום הכי,
when a person hears a command from the mouth of the prophet,
כששומע אדם ציווי מפי הנביא,
it is as if he hears the command from the mouth of the Holy One, blessed be He,
הרי זה כאילו שומע הציווי מפי הקב"ה,
and consequently it does not matter the content of the command,
ובמילא לא משנה תוכן הציווי,
and if he transgresses it, he is a rebel against the king,
ואם עובר עליו הרי הוא מורד במלך,
who is liable to death<sup>53</sup>
שחייב מיתה<sup>53</sup>
(without difference in which matter he rebelled).
(ללא נפק"מ באיזה ענין מרד).
And from this it is understood,
ומזה מובן,
that there is a stringency in the matter of prophecy in general
שיש חומרא בענין הנבואה בכלל
(regarding words of Torah),
(לגבי דברי תורה),
even in a place where the prohibition of transgressing the words of the prophet does not actually apply
גם במקום שלא חל בפועל האיסור של עובר על דברי הנביא
(because he did not hear from the mouth of the prophet, etc.).
(כי לא שמע מפי הנביא וכו').
And this is the intention of the Rambam here in what he said "and there he prophesied",
וזוהי כוונת הרמב"ם כאן במ"ש "ושם נבא",
to hint that one who does not believe in the King Messiah,
לרמז שמי שאינו מאמין במלך המשיח,
there is in him also something of this stringency<sup>54</sup>.
יש בו גם משום חומרא זו<sup>54</sup>.
And based on this, it follows,
ועפ"ז נמצא,
that in the three proofs that the Rambam brought,
שבשלש הראיות שהביא הרמב"ם,
he teaches us,
מלמדנו,
that the matter of King Moshiach is stated and written in all parts of the Written Torah — both in the narratives
שענין מלך המשיח נאמר ונכתב בכל חלקי תורה שבכתב — הן בסיפורי
(and promises)
(והבטחות)
of the Torah,
התורה,
as explicit in Parshat Nitzavim; both in the prophecies in the Torah,
כמפורש בפ' נצבים; הן בנבואות שבתורה,
as explicit in "Parshat Bilaam" that "there he prophesied"; and both in the commandments in the Torah,
כמפורש ב"פרשת בלעם" ש"שם נבא"; והן במצות שבתורה,
as explicit in the commandment of the cities of refuge,
כמפורש במצות ערי מקלט,
And therefore, one who does not believe in King Moshiach,
ולכן מי שאינו מאמין במלך המשיח,
in addition to this that he "denies..
נוסף ע"ז שהוא "כופר..
the Torah and Moshe Rabbeinu",
בתורה ובמשה רבינו",
he also denies the prophecies in the Torah,
הרי הוא כופר גם כן בנבואות שבתורה,
and likewise denies the commandments of the Torah,
וכן כופר במצוות התורה,
"which stands forever and for all eternity".
"העומדת לעולם ולעולמי עולמים".

And still needs explanation — what is the reason that the commandment of cities of refuge was chosen,
ועדיין צריך ביאור — מאי טעמא נבחרה מצות ערי מקלט,
that the matter of the coming of Moshiach is a detail in this particular commandment?
שהענין דביאת המשיח הוא פרט במצוה זו דוקא?
And one can say about this<sup>*54</sup>
ויש לומר בזה<sup>*54</sup>

The simple meaning of the cities of refuge is — a place of protection and defense from the blood-avenger,
ענינם של ערי מקלט בפשטות הוא — מקום שמירה והגנה מגואל הדם,
in that a person
שבהיות האדם
(who killed unintentionally or even intentionally)
(שהרג בשגגה או גם בזדון)
being in a city of refuge,
בעיר מקלט,
he will not be able to touch him for harm;
לא יוכל לנגוע בו לרעה;
And just as there is the concept of "refuge" in place,
וכשם שישנו ענין ה"מקלט" במקום,
so it is in time,
כן הוא בזמן,
and it is "that time"<sup>55</sup>,
והוא "אותו הזמן"<sup>55</sup>,
that "there will be there neither famine nor war nor envy nor rivalry"<sup>55</sup>,
ש"לא יהי' שם לא רעב ולא מלחמה ולא קנאה ותחרות"<sup>55</sup>,
that there will be an "absorption" from all the undesirable matters of the time of exile,
שתהי' "קליטה" מכל הענינים הבלתי רצויים של זמן הגלות,
and Israel will dwell securely on their land.
וישראל יושבים בטח על אדמתם.
And likewise in spirituality of the matters — and particularly according to the known<sup>56</sup>
ועד"ז ברוחניות הענינים — ובפרט ע"פ הידוע<sup>56</sup>
that the concept of "cities of refuge" indicates the absorption from the evil inclination
שהענין ד"ערי מקלט" מורה על הקליטה מהיצר הרע
(which is called "the avenger of blood"),
(שנקרא "גואל הדם"),
and as our sages, may their memory be blessed,<sup>57</sup>
וכמחז"ל<sup>57</sup>
"words of Torah..
"דברי תורה..
absorb."
קולטין".
And just as a city of refuge in its simple sense is also an atonement<sup>58</sup>
וכמו שעיר מקלט בפשטות היא גם כפרה<sup>58</sup>
for one who kills a soul,
להורג נפש,
so too is it in spirituality,
כן הוא גם ברוחניות,
that "one who kills a soul" alludes to every deed<pg>122</pg>
שהורג נפש מרמז על כל מעשה<pg>122</pg>
transgression,
עבירה,
by which he damages his soul,
שעל ידה פוגם בנפשו,
that the words of Torah that he learns effect absorption and atonement for his soul.
שדברי תורה שלומד פועלים קליטה וכפרה לנפשו.
And this is the connection of this mitzvah to the coming of King Moshiach<sup>59</sup>,
וזוהי השייכות של מצוה זו לביאת המלך המשיח<sup>59</sup>,
for then will be completed the ingathering and atonement of Israel<sup>60</sup>
כי אז תוגמר קליטתן וכפרתן של ישראל<sup>60</sup>
— speedily in our days, literally.
— במהרה בימינו ממש.
