At the giving of the Torah, two matters opened up: a)

The Most High gave the Torah — the commandments and laws of the Torah — to Jews.
דער אויבערשטער האָט געגעבן תורה — די מצוות והלכות התורה — צו אידן.
Jews became through this <b>servants of God</b>,
אידן זיינען דורך דעם געוואָרן עבדי ה׳ ,
and as it is written<sup>34</sup>
וכמש"נ
"You shall serve God on this mountain,"
„תעבדון את האלקים על ההר הזה",
and in the language of Rashi<sup>35</sup>
ובלשון רש"י
that Jews became "<b>subjugated to Me</b>".

And both details the Most High emphasized immediately in the first speech to Moses "in the Sinai desert"

the command of G‑d regarding the work of the Mishkan — the portions of Terumah and Tetzaveh

— was said <b>after </b>the incident of the Golden Calf,

Thus this is understood according to the explanation above: The Torah wants to juxtapose the sections of the command of the work of the Mishkan to the conclusion of our parshah<sup>57</sup>

that the conclusion of Parshas Yisro has a
אַז סיום פרשת יתרו האָט אַ

connection with the beginning of Parshas Mishpatim],

where it speaks about the second matter in the Giving of the Torah — "And to Moshe He said, <b>Ascend to Hashem</b>".

Because the <b>conclusion </b>and perfection of <b>that </b>matter in the Giving of the Torah — the covenant and connection between Jews and the Almighty — was achieved through the making of<sup>58</sup>

The explanation of this in the inwardness of the matters:

It stands in the Midrash<sup>62</sup>,

that at the time of the Giving of the Torah two matters opened up: "the upper ones descended to the lower ones" — "And the Lord descended upon Mount Sinai"<sup>63</sup>,
אַז בשעת מ"ת האָבן זיך אויפגעטאָן צוויי ענינים: „העליונים ירדו לתחתונים" — „וירד ה׳ על הר סיני" ,
the revelation of G-dliness from above to below; and "the lower ones ascended to the upper ones" — "And to Moses He said, Ascend to the Lord",
די התגלות אלקות מלמעלה למטה; און „התחתונים יעלו לעליונים" — „ואל משה אמר עלה אל ה׳",
the ascent of the lower one upward.

And this is the difference between the two portions regarding the Giving of the Torah — Parshas Yisro and Parshas Mishpatim: In Parshas Yisro it speaks mainly about the Giving of the Torah as it is from the side of "the upper ones" — "And Hashem descended upon Mount Sinai,"
און דאָס איז דער חילוק צווישן די צוויי פרשיות וועגן מ"ת — פ׳ יתרו און פ׳ משפטים: אין פ׳ יתרו רעדט זיך בעיקר וועגן מ"ת ווי דאָס איז מצד „העליונים" — „וירד ה׳ על ה"ס",
And G-d spoke etc. — the Ten Commandments etc.; in our portion it speaks
וידבר אלקים גו׳ — עשרת הדברות כו'; בפרשתנו רעדט זיך

"and You will raise us" — is an eternal matter: since this came from the side of the <b>lower ones themselves</b>,
„ורוממתנו" — איז אַן ענין נצחי: וויבאַלד דאָס איז געקומען מצד די תחתונים גופא ,
it became <b>fixed</b> in them in a pnimiyus.
איז דאָס אין זיי נקבע געוואָרן אין אַ פנימיות.
And this is also the explanation in the juxtaposition of the sections from the command of the work of the Mishkan to the <b>second</b> matter mentioned above in Matan Torah,
און דאָס איז אויך דער ביאור אין דער סמיכת הפרשיות פון ציווי מלאכת המשכן צום צווייטן ענין הנ"ל אין מ"ת,
"And to Moshe He said: Ascend to Hashem" — because the activity of the dwelling of the Shechinah in the Mishkan relative to the dwelling of the Shechinah at the time of Matan Torah is

The indwelling of the Shechinah in the Mishkan came through "<b>And they shall make </b>Me a Sanctuary"<sup>67</sup>,

And since the indwelling of the Shechinah came through the making of man,

that it also acts in the revelation of G‑dliness from above downward,
אַז עס טוט אויף אויך אין דער התגלות אלקות מלמעלה למטה,
that the "And I will dwell in their midst" which comes through "And they shall make Me a Sanctuary" is in a manner of permanence,
