time and place where the Jews and Moses found themselves at the time of the saying of Mishneh Torah,

the Torah begins to transmit what Moses said to the Jews<sup>1</sup>

The main point of a holy nation is — in the language of the verse "You shall be holy because I am holy" — one <b>must</b> be a holy nation because "I am holy" is "<b>And I will dwell</b> in their midst"<sup>39</sup>,

the conduct of Jews in every place <b>and in daily life</b>,
די הנהגה פון אידן בכל מקום ובחיי יום יום ,
through that which they are <b>receiving</b> the Torah and instruction from the Most High.
דורך דעם וואָס זיי זיינען מקבל די תורה והוראה פון דעם אויבערשטן.
And in order that Jews should know and understand precisely what are the instructions of the Torah — there must be the third matter — the appointment of the Sanhedrin — who teach the Jews the laws and matters of the Torah and show how they should carry out the instructions of the Torah in practice.
און כדי אידן זאָלן וויסן און פאַרשטיין גענוי וואָס זיינען די הוראות התורה — דאַרף זיין דער דריטער ענין — מינוי הסנהדרין — וואָס זיי לערנען די אידן די דיני ועניני התורה און ווייזן ווי זיי זאָלן אויספירן די הוראות התורה בפועל.
With this it is also understood why Rashi brings only "captains of thousands and captains of hundreds",
דערמיט איז אויך מובן פאַרוואָס רש"י ברענגט נאָר „שרי אלפים ושרי מאות",
and not
און ניט
(as in the Sifri — from the verse)
(ווי אין ספרי — מהכתוב)
also "captains of fifties and captains of tens": that which they appointed also "captains of fifties" and "captains of tens" was only during the period that Jews were on the way in the desert,
אויך „שרי חמישים ושרי עשרות": דאָס וואָס מ׳האָט ממנה געווען אויך „שרי חמישים" און „שרי עשרות" איז נאָר געווען אויפן משך זמן וואָס אידן זיינען געווען בדרך אין מדבר,
finding themselves in the journeys in the desert<sup>44</sup>
געפינענדיק זיך אין מסעות במדבר
and the wanderings of the road etc. require "captains" also for smaller groups; but when Jews entered Eretz Yisrael,
וטלטולי הדרך וכו' פאָדערן זיך „שרים" אויך אויף קלענערע קבוצות; אָבער ווען אידן זיינען אַריין אין א"י,
in a settled land and permanent place,
אין אַן ארץ נושבת ומקום קבוע,
they are no longer necessary "captains of fifties"<sup>45</sup>
זיינען מער ניט מוכרח „שרי חמישים"
and certainly not any "captains of tens"<sup>46</sup>.
און אַודאי ניט קיין „שרי עשרות" .
And since Rashi counts only the matters which are necessary for the readiness to live in Eretz Yisrael as a holy nation,
און וויבאַלד אַז רש"י רעכנט נאָר די ענינים וועלכע זיינען מוכרח צו דער גרייטקייט לעבן אין ארץ ישראל ווי אַ גוי קדוש,
he mentions only "captains of thousands and captains of hundreds".
דערמאָנט ער נאָר „שרי אלפים ושרי מאות".

According to the above, one will also understand the reason for the other changes of language in Rashi's commentary regarding the language of the Sifri

According to Rashi, the intent of the verse "Rav lachem etc." is to hint not merely to matters of reward that the Jews received "on this mountain,"
לויט רש"י איז כוונת הפסוק „רב לכם וגו" צו מרמז זיין ניט סתם עניני שכר וואָס אידן האָבן באַקומען „בהר הזה",
but rather that which the stay on the mountain <b>opened up</b> that the Jews should become prepared for the entry into the land; and therefore Rashi is not satisfied with the language "reward" and also says "
נאָר דאָס וואָס די ישיבה בהר האָט אויפגעטאָן אַז אידן זאָלן ווערן מוכן צו דער כניסה לארץ; און דערפאַר באַגנוגנט זיך ניט רש"י מיטן לשון „שכר" און זאָגט אויך „
(harbeh lachem)
(הרבה לכם)
<b>Gedolah</b>" — because the main point here is the "greatness" to which the Jews attained through their stay on the mountain.
גדולה " — ווייל דער עיקר איז דאָ די „גדולה" צו וועלכע אידן זיינען צוגעקומען דורך ישיבתם בהר.
And since the "Gedulah" is
און וויבאַלד אַז די „גדולה" איז
(not the sitting on the mountain itself,
(ניט די ישיבה בהר גופא,
but)
נאָר)
that which came as a <b>result</b> of their sitting on the mountain — therefore Rashi says
דאָס וואָס איז געקומען אַלס תוצאה פון זייער ישיבה בהר — דעריבער זאָגט רש"י
(not "reward is for you your sitting on this mountain",
(ניט „שכר הוא לכם ישיבתכם בהר הזה",
but)
נאָר)
"reward <b>for</b> your sitting etc."
„שכר על ישיבתכם כו'".
And one could say,
ויש לומר,
that the two expressions in Rashi — Gedulah and reward — are connected with the two matters in the entry into the Land that stand here in the continuation of the verses: a)
אַז די צוויי לשונות אין רש"י — גדולה ושכר — זיינען פאַרבונדן מיט די צוויי ענינים אין כניסה לארץ וואָס שטייען דאָ בהמשך הכתובים: א)
The <b>very entering</b> into Eretz Yisrael — for this it is required that Jews have "Gedulah",
דער עצם אַריינקומען קיין א"י — אויף דעם פאָדערט זיך אַז אידן זאָלן האָבן „גדולה",
they need to be a
זיי דאַרפן זיין אַ
"A kingdom of priests and a holy nation",
„ממלכת כהנים וגוי קדוש",
as above: b)

The <b>manner </b>of entry: "Come and inherit" — "No one objects to the matter ..
דער אופן הכניסה: „באו ורשו" — „אין מערער בדבר ..
They did not need weapons"<sup>47</sup>
לא היו צריכים לכלי זיין"
— This is a reward that Jews received for what they did during the time of their settlement on the mountain.
— דאָס איז אַ שכר וואָס אידן האָבן באַקומען פאַר דעם וואָס זיי האָבן געטאן בזמן ישיבתם בהר.

Regarding the appointment of the Sanhedrin,
עד"ז בנוגע מינוי סנהדרין,
in which<sup>48</sup>
באַ וועלכן
there were both matters: command and appointment: 1)
עס זיינען געווען ביידע זאַכן: ציווי ומינוי: 1)
Through the Most High — "And God commanded him"<sup>49</sup>,
דורך דעם אויבערשטן — „וצוך אלקים" ,
2)
2)
Through "And Moses chose" and "Provide for yourselves"<sup>50</sup>.
דורך „ויבחר משה" און „הבו לכם" .
In the books where they bring out the matter of the reward given from the Above — he emphasizes "I have appointed over you",
אין ספרי וואו מען ברענגט אַרויס ענין השכר געגעבן פון דעם אויבערשטן — איז ער מדגיש „מניתי עליכם",
In Rashi, which is the greatness of the Jews — "I have appointed them for you".
ברש"י וועלכער איז אויסן די גדולה פון די אידן — מניתם לכם".

Rashi quotes from the verse only the words "Rav lachem shevet"

and explains "according to its simple meaning"
און טייטשט „כפשוטו"
— and one must say,
— ויש לומר,
that thereby he hints at a general directive in the service of G‑d:
אַז דערמיט איז ער מרמז אַ הוראה כללית אין עבודת ה׳:
A Jew must know,
אַ איד דאַרף וויסן,
that a state of "Shabbos" — <b>remaining</b> sitting in one place,
אַז אַ מצב פון „שבת" — בלייבן זיצן אויף איין אָרט,
standing on the same level in his service of G‑d and not going further and higher — is "rav lachem" "kifshuto": "much too much".
שטיין אויף דער זעלבער דרגא בעבודתו ית׳ און ניט גיין ווייטער און העכער — איז „רב לכם" „כפשוטו": „הרבה יותר מדאי".
However good and high his level in service may be,
ווי גוט און הויך עס זאָל זיין דרגתו בעבודה,
but a <b>continuation</b> of time of "remaining sitting" on the same level is — having given over to it <b>too much</b> time.
איז אָבער אַ המשך זמן פון „בלייבן זיצן" אויף דער זעלבער דרגא איז — אָפּגעגעבן אויף דעם צופיל צייט.
A Jew must be a "traveler",
אַ איד דאַרף זיין אַ „מהלך",
constantly striving toward and going ever higher — ma'alin bakodesh<sup>51</sup>.
כסדר שטרעבן צו און גיין אַלץ העכער — מעלין בקודש .

Another lesson that can be derived from Rashi's commentary:
נאָך אַ הוראה וואָס מען קען אַרויסנעמען פון דעם פירוש רש"י:
As discussed several times<sup>52</sup>,
ווי גערעדט כמה פעמים ,
all commentaries on the same verse have a connection to each other,
האָבן אַלע פירושים אויפן זעלבן פסוק אַ שייכות זה לזה,
and particularly in our case — the two commentaries that Rashi brings here in his commentary.
ובפרט בנדו"ד — די צוויי פירושים וואָס רש"י ברענגט דאָ בפירושו.
And this is the lesson: the two matters in connection with the entry into the land —
און דאָס איז די הוראה: די צוויי ענינים בשייכות דער כניסה לארץ —
(a)
(א)
the simple literal interpretation,
דער פירוש כפשוטו,
that Jews need to go as quickly as possible to conquer the land of Israel literally,
אַז אידן דאַרפן גיין וואָס שנעלער כובש זיין ארץ ישראל בפשטות,
and
און
(b)
(ב)
the interpretation that this means the spiritual preparation for the entry into the land,
דער פירוש אַז דאָס מיינט די הכנה רוחנית צו דער כניסה לארץ,
"You made the Mishkan, etc., you received the Torah, you appointed for yourselves the Sanhedrin, etc." — are dependent on each other:
„עשיתם משכן כו׳ קבלתם תורה מניתם לכם סנהדרין כו'" — זיינען תלוי זה בזה:
Specifically because one is a holy nation<sup>53</sup>
דוקא דערפאַר וואָס מ׳איז אַ גוי קדוש
One has great reward and recompense — one receives the land of Israel
מ׳האָט הרבה גדולה ושכר — באַקומט מען ארץ ישראל
Contrary to other nations — who become a nation is connected with receiving a land where they live<sup>54</sup>,
פאַרקערט ווי באַ אַנדערע פעלקער — וואָס ווערן אַ פאָלק איז פאַרבונדן מיט באַקומען אַ לאַנד וואו זיי לעבן ,
By Jews the matter of "rav lachem shevet" — <b>literally</b>,
ביי אידן איז דער ענין פון „רב לכם שבת" — כפשוטו ,
The "lemaber bo'achem ha'aretz" is not only a speed in time,
דער „למהר ביאתכם לארץ" איז ניט נאָר אַ מהירות בזמן,
But also
נאָר אויך
(and primarily)
(ובעיקר)
A speed <b>in a manner</b> of
אַ מהירות באופן פון
"your coming"
„ביאתכם"
(through — the second meaning — a great multitude)
(דורך — פי׳ השני — ריבוי גדולה)
— "there is no one who objects to the matter",
— „אין מערער בדבר",
without war and without weapons<sup>55</sup>.
בלי מלחמה און בלי כלי זיין .
In other words:
אין אַנדערע ווערטער:
The connection of the Land of Israel to Jews is entirely different than with other nations: by the nations of the world their land has no intrinsic connection with them,
די שייכות פון ארץ ישראל צו אידן איז אינגאַנצן אַנדערש ווי ביי אַנדערע פעלקער: ביי די אומות העולם האָט זייער לאַנד ניט קיין קשר עצמי מיט זיי,
and for this reason they must wage war for it; not so by Jews, their bond with the Land of Israel is in a manner
און מהאי טעמא דאַרפן זיי מלחמה האַלטן פאַר איר: משא"כ ביי אידן איז זייער פאַרבונד מיט ארץ ישראל אין אַן אופן
(and when Jews are in the state of "holy nation" openly it is evident openly)
(און בעת אידן זיינען אינעם מצב פון „גוי קדוש" בגלוי איז עס ניכר בגלוי)
that the land belongs <b>intrinsically</b> to the children of Israel,
אַז דאָס לאַנד באַלאַנגט בעצם צו בני ישראל,
and in the language of the Tanchuma<sup>56</sup>
ובלשון התנחומא
"He chose the Land of Israel etc. and He chose as His portion Israel etc. said the Holy One blessed be He: Let Israel who came to His portion come and inherit the land that came to His portion",
„בחר בארץ ישראל כו׳ ובחר לחלקו ישראל כו׳ אמר הקב"ה יבואו ישראל שבאו לחלקו וינחלו את הארץ שבאה לחלקו",
and through a covenant that can never be destroyed — and consequently "there is no one who contests the matter and you do not need to wage war";
און דורך אַ ברית וואָס קען קיינמאָל ניט צעשטערט ווערן — ובמילא איז „אין מערער בדבר ואינכם צריכים למלחמה";
And so it will be for us very soon,
וכן תהיה לנו בקרוב ממש,
that we will be privileged<sup>57</sup>
אַז מ׳וועט זוכה זיין
to receive the Land of Israel in its completeness,
צו באַקומען ארץ ישראל ובשלימותה,
in a manner of "there is no need to increase in the matter and you have no need for war"<sup>58</sup>,
אין אַן אופן פון „אין מערער בדבר ואינכם צריכים למלחמה" ,
speedily in our days, literally.
במהרה בימינו ממש.
