Rosh Chodesh and of every festival — it states: And Moshe spoke to the children of Israel according to all that Hashem had commanded Moshe.

Why does the verse need to say that Moshe conveyed all this to the children of Israel — is it necessary to let it be known,

that Moshe fulfilled the command of the Most High<sup>1</sup>

the words of Rabbi Yishmael<sup>4</sup>,

because until here are the words of the Place and the section of vows begins with the speech of Moshe,

it was necessary to interrupt first and say that Moshe repeated and said this section to Israel,

The Ramban explains the plain meaning in R' Yishmael's words<sup>6</sup>

"to interrupt the topic": if the verse "And Moshe said etc." had not stood, one would not have known to which parsha the verse refers<sup>7</sup>
„להפסיק הענין“: אויב ס‘וואָלט ניט געשטאַנען דער פסוק „ויאמר משה גו‘“ וואָלט מען ניט געוואוסט צו וועלכער פרשה עס באַציט זיך דער פסוק
"And Moshe spoke to the heads of the tribes etc.": whether to after it - to the laws of P' Matot,

"And Moses spoke the appointed times of the Lord to the children of Israel"; and we indeed find in the midrashim of our Sages, may their memory be blessed,<sup>14</sup>

several explanations why this verse must stand.

It is not understood: if in simple meaning of the verse an explanation is required — why the verse relates that Moses conveyed the command of the Lord regarding the appointed times to the Jews — should Rashi have explained it there where we find it in the verse for the first time<sup>15</sup>
