This is analogous to a flock "that had a plague fall upon it",

in which the shepherd is not guilty; and that which the Most High commands them to count,

is because for the "owner of the flock" the flock is beloved,
איז ווייל ביים „בעל הצאן“ איז הצאן חביבה,
and as explained at length.

But the explanation is not smooth:
דער פירוש איז אָבער ניט גלאַטיק:
Jews were then found "in the plains of Moav across the Yarden from Yericho"<sup>30</sup>
אידן האָבן זיך דעמאָלט געפונען „בערבות מואב מעבר לירדן ירחו“
ready to enter Eretz Yisrael,
גרייט אַריינצוגיין אין א“י,
and there was already the decree of "You shall not bring this congregation into the land etc."<sup>31</sup>
און עס איז שוין געווען די גזירה פון „לא תביאו את הקהל הזה אל הארץ גו‘“
- and consequently also the time<sup>32</sup>
- ובמילא אויך די צייט
of "And you will be gathered
פון „ונאספת
(Moshe)

to your people"<sup>33</sup>

- about which it stands immediately after the counting of Bnei Yisrael
- וואָס דערפאַר שטייט באַלד נאָכן מנין בנ“י
(and the chapter of the daughters of Tzelafchad which was in continuation of that counting)

"Ascend this Mount Avarim etc."<sup>34</sup>
„עלה אל הר העברים הזה וגו‘“
and afterwards the Almighty commanded Moshe to ordain Yehoshua<sup>35</sup>.
און דערנאָך האָט דער אויבערשטער געהייסן משה‘ן סומך זיין יהושע .
And since the counting of a shepherd is,
און וויבאַלד דער מנין פון אַ רועה איז,
as mentioned,

in order to know his conduct with the flock of his pasture for the future - to occupy himself with them and to protect them further from a calamity - then in this counting they had to include also Yehoshua
כדי צו וויסן זיין הנהגה מיט צאן מרעיתו אויף להבא - זיך אָפּגעבן מיט זיי און פאַרהיטן זיי אויף ווייטער פון אַן אומגליק - האָט מען דאָך אין אָט דעם מנין געדאַרפט משתף זיין אויך יהושע

who was immediately to become the shepherd of Israel<sup>36</sup>?
וואָס האָט באַלד געדאַרפט ווערן דער רועה ישראל ?
With difficulty one can say,
בדוחק קען מען זאָגן,
that since the Almighty knew that until the passing of Moses it would still last several months — therefore the counting pertains to Moses,
אַז וויבאַלד דער אויבערשטער האָט געוואוסט אַז ביז הסתלקותו של משה וועט נאָך דויערן עטלעכע חדשים - דערפאַר איז דער מנין נוגע צו משה,
at least for these months that he is still the shepherd<sup>37</sup>.
עכ“פ פאַר אָט די חדשים וואָס ער איז נאָך דער רועה .
However, since the explanation that does not include his Joshua — a shepherd in several months hence in a completely different situation of Jews and for more than fourteen years — is not smooth,
היות אָבער אַז דער תירוץ אַף ניט משתף זיין יהושע - אַ רועה אין עטלעכע חדשים אַרום אויף אַ מצב שונה לגמרי פון אידן און אויף מער ווי פערצן יאָר - איז ניט גלאַט,
therefore Rashi brings a second interpretation,
דעריבער ברענגט רש“י אַ צווייטן פירוש,
that the counting is indeed connected with the death of Moses — "Now that he is close to death and to return his flock, he returns them by counting."
אַז דער מנין איז טאַקע פאַרבונדן מיט מיתת משה - „עכשיו שקרב למות ולהחזיר צאנו מחזירם במנין“.
because<sup>38</sup>

according to this, the counting is not connected with "And it was after the plague" — but with approaching death; and therefore Rashi brings it only as a second explanation,
לפי“ז איז דער מנין ניט פאַרבונדן מיט „ויהי אחרי המגפה“ - נאָר מיט קרב למות; און דעריבער ברענגט עם רש“י נאָר אַלס צווייטן פירוש,
and the first explanation is the primary explanation in the simple meaning of the verse,
און דער ערשטער פירוש איז דער פירוש העיקרי אין פשש“מ,
and as explained above in section 3].

One must, however, understand: why was the counting indeed from the perspective of the "shepherd" — Moses our teacher — and not from the perspective of the Above — the Owner of the flock — and with the intention to know "how many remained among them to inform that she is beloved, etc."
מ‘דאַרף אָבער פאַרשטיין: פאַרוואָס איז דאָ טאַקע געווען דער מנין מצד דעם „רועה“ - משה רבינו - און ניט מצד דעם אויבערשטן - דער בעל הצאן - און מיט דער כוונה צו וויסן „כמה נותרו בהם להודיע שהיא חביבה כו‘“
(And then it would have been relevant both to the survivors of the "plague" and to those of "each man who killed his men",
(און דעמאָלט וואָלט עס געווען נוגע סיי די נותרים פון דער „מגפה“ און סיי פון „הרגו איש אנשיו“,
and as explained above,

that by the Owner of the flock

Is the explanation in this:

have indeed transgressed the sin of "one who cohabits with a gentile woman",

on this "their God of these hates lewdness" - it is understood,

that it is not applicable in this the matter

And it is sweetened according to the halachah: One who cohabits with a gentile woman is a sin that

"there is in it a loss that is not in any of the forbidden relations, for the son from a forbidden relation is his son in every respect and is counted among Israel, etc., but the son from a gentile woman is not his son, etc.,"

and as the Rogatchover<sup>42</sup>

that through this sin one "causes the loss of souls from Israel, because his seed goes after her";

he became a gentile,

is measure for measure,

that he is considered

(regarding belovedness)

as if he went out "from outside" the flock of His pasture,
אַזוי ווי ער וואָלט אַרויס „מחוץ“ לצאן מרעיתו,
And as a continuation of the language of the Rambam: And this matter causes attachment to the nations of the world, from whom the Holy One, blessed be He, separated us, etc.
וכהמשך לשון הרמב“ם: ודבר זה גורם להדבק בעכו“ם שהבדילנו הקב“ה מהם כו‘.
And consequently, there is no count of belovedness "to know the number of the remnants": those who did not sin are not "remnants" of the sinners - it is as if there was no connection
ובמילא איז ניטאָ קיין מנין דחביבות „לידע מנין הנותרות“: די וואָס האָבן ניט געזינדיקט זיינען ניט קיין „נותרים“ פון די חוטאים - עס איז כאילו ווי ס‘וואָלט ניט געווען קיין שייכות

From this emerge the two extreme directives:
דערפון קומען אַרויס די צוויי קצוות‘דיקע הוראות:
On one side, one sees to what extent the sin of one who cohabits with a non-Jewish woman touches,
פון איין זייט זעט מען אויף ווי ווייט עס רירט אָן דער חטא פון בועל ארמית,
that the "loss" is not only what "their seed goes after her,"
אַז דער „הפסד“ איז ניט נאָר וואָס „אזיל זרעם בתרה“,
but also the sinner himself becomes thereby as if excluded from the flock of his pasture of the Holy One, blessed be He;
נאָר אויך דער חוטא אַליין ווערט דורכדעם ווי אויסגעשלאָסן פון די צאן מרעיתו של הקב“ה;
and even one time,
און אפילו איין מאָל,
from falling G-d forbid into this sin - including also those who have already fallen G-d forbid into this]
פון דורכצופאַלן ר“ל אין דעם חטא - כולל אויך די וואָס זיינען שוין דורכגעפאַלן ר“ל אין דעם]
And on the other hand,
ולאידך גיסא,
one sees however,
זעט מען אָבער,
that regarding providing their needs,
אַז בנוגע צו פאַרזאָרגן צרכיהם,
protection from wolves etc.,
שמירה פון זאבים וכו‘,
is Moses our teacher - the faithful shepherd of all Israel,
איז משה רבינו - דער רועה נאמן של כל ישראל,
who sacrifices himself for every Jew<sup>46</sup>
וואָס איז זיך מוסר נפש פאַר יעדן אידן
- involves himself also regarding such Jews<sup>47</sup>,
- לייגט זיך אַריין אויך בנוגע אַזעלכע אידן ,
until that also they are in the flock of his pasture,
ביז אַז אויך זיי זיינען אין צאן מרעיתו,
the counting is "from the number of the remnants"<sup>48</sup>,
דער ציילן איז „לידע מנין הנותרות“ ,
also they are a part of "his flock",
אויך זיי זיינען אַ טייל פון „עדרו“,
and moreover - not a part "at the edge of the camp"<sup>49</sup>
און נאָכמער - ניט אַ טייל „בקצה המחנה“
but "within his flock",
נאָר „תוך עדרו“,
And the conduct becomes a
און די הנהגה ווערט אַ

Torah and a directive for Jews,
תורה און אַ הוראה פאַר אידן,
to whom one says<sup>50</sup>
וועמען מען זאָגט אָן
: Remember the Torah of Moshe My servant.
