"And it was in the fortieth year, in the eleventh month, on the first of the month etc., Moses began to explain this Torah, saying"<sup>1</sup>,
"ויהי בארבעים שנה בעשתי עשר חודש באחד לחודש גו' הואיל משה באר את התורה הזאת לאמר"<sup>1</sup>,
And our Sages, of blessed memory, said<sup>2</sup>
ואמרו רז"ל<sup>2</sup>
— brought in Rashi<sup>3</sup>
— הובא בפרש"י<sup>3</sup>
"In seventy<sup>4</sup>
— "בשבעים<sup>4</sup>
languages he explained it to them."
לשון פירשה להם".
And it requires explanation — for what purpose did Moshe Rabbeinu need to explain the Torah to Israel<sup>5</sup>
וצריך ביאור — בשביל מה הוצרך משה רבינו לפרש את התורה לישראל<sup>5</sup>
in seventy languages<sup>6</sup>?
בשבעים לשון<sup>6</sup>?
In Levush<sup>7</sup>
בלבוש<sup>7</sup>
he wrote "that he was concerned perhaps not all of them are masters of the Holy Tongue and they did not understand it at all,
כתב "דחשש אולי אינם כולם בעלי לשון הקודש ולא הבינוהו כלום,
for certainly a great nation such as this that is more than six hundred thousand includes many speakers of different languages<sup>8</sup>
דודאי עם רב כזו שהם יותר מששים רבוא יש בהם בעלי לשונות הרבה<sup>8</sup>
therefore Rashi said in seventy languages,
לכך אמר רש"י בשבעים לשון,
meaning that since he was concerned that perhaps there are among them speakers of other languages..
כלומר כיון שחשש שמא יש בהם בעלי שאר לשונות..
certainly he needed to explain to them in all the seventy languages, whichever of them you exclude, perhaps there are among them [speakers] of that language that he left out and they would not understand it".
ודאי הוצרך לפרש להם בכל השבעים לשונות דהי מינייהו מפקת שמא מאותו לשון שישאר שלא לפרש יש בהם והם לא יבינוהו".
But at first glance its explanation is difficult to understand,
אבל לכאורה פירושו צע"ג,
that if Moshe Rabbeinu was concerned about this,
דאם משה רבינו חשש מזה,
why did he wait until now,
למה המתין עד עתה,
at the end of forty years,
בסוף ארבעים שנה,
to explain the Torah in seventy languages,
לפרש את התורה בשבעים לשון,
and did not do so immediately after the Giving of the Torah<sup>9</sup>?
ולא עשה כן תיכף לאחרי מ"ת<sup>9</sup>?
And furthermore,
ועוד זאת,
Is it because of "concern that perhaps not all of them are masters of the Holy Tongue" that Moshe needed to trouble all of Bnei Yisrael to hear the explanation of the entire Torah in all seventy languages!
וכי מפני "חשש אולי אינם כולם בעלי לשון הקודש" הוצרך משה להטריח את כל בנ"י לשמוע פירוש כל התורה בכל שבעים לשון!
Some have written<sup>10</sup>
יש שכתבו<sup>10</sup>
"that because Moshe Rabbeinu, peace be upon him, saw that Yisrael would go into exile among seventy nations, therefore he explained it in seventy languages, so that in whatever place Yisrael would come, they would learn in that language."
"שמפני שראה משה רבינו ע"ה שישראל יגלו לבין שבעים אומות לפיכך באר אותה בשבעים לשון שבאיזה מקום שישראל יבואו ילמדו באותו לשון".
And also this answer requires explanation,
וגם תירוץ זה דורש ביאור,
since this matter does not affect actual practice until Israel is scattered among the seventy nations — why did Moshe Rabbeinu need to teach all this — the entire Torah seventy times each time in a different language and that most of Bnei Yisrael, the vast majority, did not understand them at all,
דכיון שדבר זה אינו נוגע לפועל עד שיגלו ישראל בין שבעים אומות — למה הוצרך משה רבינו ללמד כ"ז — כל התורה שבעים פעמים כל פעם בלשון אחרת ושרוב בנ"י ככולם לא הבינו אותן בכלל,
and as Chazal say that even in the Sanhedrin only a few<sup>11</sup>
וכמחז"ל שאפילו בסנהדרין רק אחדים<sup>11</sup>
understood them — and he did not rely on the sages of Israel in later generations that there would be a need for this.
הבינום — ולא סמך על חכמי ישראל בדורות שיהי' צורך בכך.

And one can say the explanation of this:

It is known what the Ramban said<sup>12</sup>
ידוע מ"ש הרמב"ן<sup>12</sup>
about the Holy Tongue,
אודות לשון הקודש,
"that the words of the Torah and the prophecies and all holy words were all said in that language..
"שדברי התורה והנבואות וכל דברי קדושה כולם בלשון ההוא נאמרו..
it is the language that the Holy One, blessed be He..
הוא הלשון שהקב"ה..
speaks in"; and based on this,
מדבר בו"; ועפ"ז,
since the essence of the Torah is — the Torah of G-d,
כיון שענינה של תורה הוא — תורת ה',
"Who gave us His Torah"<sup>13</sup>,
"אשר נתן לנו את תורתו"<sup>13</sup>,
therefore,
לכן,
it would seemingly have to be that the study of Torah is specifically in the Holy Tongue,
הי' צ"ל לכאורה לימוד התורה בלשון הקודש דוקא,
the language "that the Holy One, blessed be He..
הלשון "שהקב"ה..
speaks in".
מדבר בו".
And not only regarding the Written Torah,
ולא רק בנוגע לתורה שבכתב,
whose definition is — as its name — the writing,
שגדרה הוא — כשמה — הכתב,
the precision of the letters, not missing nor extra,
דיוק האותיות לא חסר ולא יתיר,
as it was given from the mouth of the Almighty
כפי שניתנה מפי הגבורה
(and even the reading of the Written Torah
(ועד שהקריאה בתושב"כ
(even though he does not understand)
(אע"פ שאינו מבין)
is considered Torah study<sup>14</sup>),
נחשבת לימוד התורה<sup>14</sup>),
surely there is room to say that the reading of the Written Torah is specifically in the Holy Tongue<sup>15</sup>
הרי ודאי שמקום לומר שקריאת תורה שבכתב היא דוקא בלשון הקודש<sup>15</sup>
(the language in which it was given from the mouth of the Almighty<sup>16</sup>).
(הלשון שבה ניתנה מפי הגבורה<sup>16</sup>).
But even regarding the interpretation of the Torah and the entirety of the Oral Torah,
אלא אפילו בנוגע לפירוש התורה וכללות תושבע"פ,
although seemingly the understanding is relevant
הגם שלכאורה נוגע ההבנה
(therefore if he does not understand what he learns "it is not considered learning at all"<sup>17</sup>),
(שלכן אם אינו מבין מה שלומד "אינו נחשב לימוד כלל"<sup>17</sup>),
nevertheless,
מ"מ,
thought is not like speech<sup>18</sup>,
הרי הרהור לאו כדיבור דמי<sup>18</sup>,
and there are several laws that apply to speech in words of Torah<sup>19</sup>
ויש כמה דינים החלים על הדיבור בד"ת<sup>19</sup>
(also in the Oral Torah),
(גם בתורה שבע"פ),
such as the prohibition to speak words of Torah when he is naked
כמו האיסור לדבר בד"ת כשהוא ערום
(but thought is permitted)<sup>20</sup>
(משא"כ הרהור מותר)<sup>20</sup>
; the Alter Rebbe ruled<sup>21</sup>
; פסק אדה"ז<sup>21</sup>
that one does not recite the blessings of the Torah on thought in words of Torah, but only on speech of Torah study,
שאין מברכים ברכות התורה על הרהור בד"ת אלא רק על דיבור דת"ת,
and more.
ועוד.
And since the Oral Torah is also "from the mouth of G-d"<sup>22</sup>,
וכיון שגם תושבע"פ היא "מעם ה'"<sup>22</sup>,
Torah of G-d — a place to say,
תורת ה' — מקום לומר,
that the name and definition of "words of Torah" applies only to words that are in the language that the Holy One, blessed be He, speaks,
שהשם וגדר ד"דברי תורה" חל רק על דיבורים שהם בלשון שהקב"ה מדבר בו,
namely the holy tongue<sup>23</sup>.
היינו לה"ק<sup>23</sup>.
And this was the action of Moshe Rabbeinu,
וזו היתה פעולת משה רבינו,
that by his explaining the Torah in seventy languages — the name "Torah" applied to words of Torah learned by Bnei Yisrael in other languages<sup>24</sup>.
שע"י שהוא פירש את התורה בשבעים לשון — חל שם "תורה" על דברי תורה הנלמדים ע"י בנ"י בשאר לשונות<sup>24</sup>.
Although this is not<pg>40</pg>
דהגם שאין זה<pg>40</pg>
the language that the Holy One, blessed be He, speaks in,
הלשון שהקב"ה מדבר בו,
nevertheless the definition of words of Torah applies to this,
מ"מ חל ע"ז הגדר דדברי תורה,
and when a person utters matters of Torah in the languages of the nations<sup>25</sup>,
וכשאדם מוציא מפיו עניני תורה בלשונות האומות<sup>25</sup>,
he utters "words of Torah"
ה"ז מוציא מפיו "דברי תורה"
(and it is forbidden to speak them before the blessing of the Torah,
(ואסור לדברם קודם ברכת התורה,
etc.).
וכו').
[And one must say,
[ויש לומר,
that this concept we also find in the Torah itself,
שמעין זה מצינו גם בתורה גופא,
that there are in it languages of the nations,
שיש בה מלשונות העמים,
like<sup>26</sup>
כמו<sup>26</sup>
: "Yegar Sahaduta",
: "יגר שהדותא",
"Totafot" and more — that the reason that these words are included in the Torah
"טוטפות" ועוד — שהטעם שתיבות אלו נכללו בתורה
(which is entirely "from the mouth of the Almighty"),
(שהיא כולה "מפי הגבורה"),
is so that the holiness of the Torah should rest upon these words,
הוא כדי שתחול קדושת התורה על תיבות אלו,
that by this the languages of the nations become fit "to convey" through them words of Torah<sup>27</sup>,
שעי"ז נעשו לשונות האומות מוכשרים "להעביר" על ידם דברי תורה<sup>27</sup>,
and something similar extends to all languages when one studies Torah in them].
ומעין זה נמשך בכללות הלשונות כאשר לומדים בהם תורה].
And the reason that this matter was done specifically through Moshe Rabbeinu is,
והטעם שענין זה נעשה ע"י משה רבינו דוקא הוא,
because all matters of Torah were given to Bnei Yisrael specifically through Moshe,
כי כל עניני תורה נמסרו לבנ"י ע"י משה דוקא,
"Moshe received Torah from Sinai"<sup>28</sup>,
"משה קבל תורה מסיני"<sup>28</sup>,
and even to the extent that Chazal said<sup>29</sup>
ועד שאמרו חז"ל<sup>29</sup>
that "everything that a diligent student will innovate in the future was all said to Moshe at Sinai".
ד"כל מה שתלמיד ותיק עתיד לחדש הכל נאמר למשה מסיני".
And likewise in this matter,
וכן בענין זה,
that the resting of the name "Torah" upon words of Torah that are said in seventy languages can come only through Moshe.
שחלות שם תורה על דברי תורה הנאמרים בשבעים לשון יכולה לבוא רק ע"י משה.

ג.
Based on this, we can further explain a matter that we find regarding the translation of the Torah into seventy languages — that after Moshe Rabbeinu explained the Torah in seventy languages,
עפ"ז יש לבאר עוד ענין שמצינו בנוגע לתרגום התורה בשבעים לשון — שלאחרי שפירש משה רבינו את התורה בשבעים לשון,
Moshe commanded<sup>30</sup>
צוה "משה<sup>30</sup>
and the elders of Israel the people..
וזקני ישראל את העם..
on the day when you cross the Jordan etc. and you shall set up for yourself large stones etc. and you shall write on the stones all the words of this Torah clearly",
ביום אשר תעברו את הירדן גו' והקמות לך אבנים גדולות גו' וכתבת על האבנים את כל דברי התורה הזאת באר היטב",
and our Sages said<sup>31</sup>
ואמרו רז"ל<sup>31</sup>
— and brought in Rashi<sup>32</sup>
— והובא בפרש"י<sup>32</sup>
— "in seventy languages",
— "בשבעים לשון",
meaning that in addition to this that he explained to them the Torah in seventy languages orally,
והיינו שנוסף ע"ז שפירש להם התורה בשבעים לשון בעל פה,
he commanded<sup>*32</sup>
צוה<sup>*32</sup>
that they write the Torah in seventy languages.
שיכתבו את התורה בשבעים לשון.
And according to what was explained above, the reason is understood that both must be: for behold, the Rambam<sup>33</sup>
וע"פ משנת"ל מובן הטעם ששניהם צ"ל: דהנה הרמב"ם<sup>33</sup>
explained that the writing was "in the script of each nation of these nations".
פי' שהכתיבה היתה "בכתיבת כל אומה מאלו האומות".
And it is found that there is no difference between the "in seventy languages he explained to them" and the writing of the Torah in seventy languages except whether this was orally or in writing,
ונמצא שאין החילוק בין הא ד"בע' לשון פירשה להם" וכתיבת התורה בע' לשון רק אם הי' זה בע"פ או בכתב,
but also when the discussion is only about the language of the nations or<pg>41</pg>
אלא גם כשהמדובר הוא רק בלשון האומות או<pg>41</pg>

And they are the two matters of "he explained it to them" and the writing — which are two actions,
והם שני הענינים ד"פירשה להם" והכתיבה — שהם ב' פעולות,
the one that there should apply a name and definition of Torah upon the Torah learned in the languages of the nations,
האחת שיהי' חל שם וגדר תורה על התורה הנלמדת בלשונות האומות,
and the second — that there should apply the name of Torah upon the script of the nations,
והשנית — שיהי' חל שם תורה על כתב האומות,
that the books in matters of Torah that were written in the script of the nations,
שהספרים בעניני תורה שנכתבו בכתב האומות,
they are holy books<sup>34</sup>
ה"ה ספרי קודש<sup>34</sup>
(that it is forbidden to treat them with disrespect<sup>35</sup>
(שאסור לנהוג בהם מנהג בזיון<sup>35</sup>
etc.).

And now according to its simple meaning,
והנה לפי פשוטו,
this verse speaks
מדבר כתוב זה
("Moshe began to explain this Torah")
("הואיל משה באר את התורה הזאת")
about the recitation of Mishneh Torah,
באמירת משנה תורה,
from which it is understood,
שמזה מובן,
that the explanation of the Torah by Moshe Rabbeinu "in seventy languages" its content is connected with the innovation of Mishneh Torah.
שפירוש התורה ע"י משה רבינו "בשבעים לשון" תוכנו קשור עם החידוש דמשנה תורה.
And according to the above, one must explain the connection between them,
וע"פ הנ"ל יש לבאר השייכות ביניהם,
And with the introduction of our Rabbis, may their memory be blessed<sup>36</sup>
ובהקדם מרז"ל<sup>36</sup>
"The curses in Mishneh Torah..
"קללות שבמשנה תורה..
Moshe said them from his own mouth"
משה מפי עצמו אמרן"
(And not like those in Toras Kohanim
(ודלא כאלו שבתורת כהנים
(Parsha Bechukosai),
(פ' בחקותי),
that "Moshe said them from the mouth of the Almighty.")
ש"משה מפי הגבורה אמרן").
And it has already been explained in many places<sup>37</sup>,
וכבר נתבאר בכ"מ<sup>37</sup>,
that this principle was stated not only regarding "the curses in Mishneh Torah",
שכלל זה נאמר לא רק לענין "קללות שבמשנה תורה",
but the entire book of Mishneh Torah Moshe said "from his own mouth".
אלא כל ספר משנה תורה אמר משה "מפי עצמו".
And in the explanation of the matters, the commentators elaborated<sup>38</sup>,
ובפירוש הדברים האריכו במפרשים<sup>38</sup>,
for at first glance, how can one say about a verse from the five books of the Torah that Moshe said it "from his own mouth"
דלכאורה איך אפ"ל על פסוק מחמשה חומשי תורה שמשה "מפי עצמו" אמרו
(And not "from the mouth of the Almighty")
(ולא "מפי הגבורה")
— and behold, it is a clear law<sup>39</sup>
— והרי הלכה ברורה<sup>39</sup>
that "one who says that the Torah is not from G-d..
היא ש"האומר שאין התורה מעם ה'..
even one word,
אפילו תיבה אחת,
if he said Moshe said it from his own mouth, behold he is a denier of the Torah."
אם אמר משה אמרו מפי עצמו ה"ז כופר בתורה".
And it is explicit in the Rambam<sup>40</sup>

regarding "the eight verses at the end of the Torah" — "that all is Torah and Moshe said them from the mouth of the Almighty"?

And it is explained in this according to the words of the Tosafot<sup>41</sup>
ומבואר בזה ע"פ דברי התוס'<sup>41</sup>
"Moshe said them from himself — and with the Holy Spirit",
"משה מעצמו אמרם — וברוח הקודש",
that is,

Mishneh Torah were said with the Holy Spirit and are included in the Torah that was said "from the mouth of the Almighty",

except that in "from the mouth of the Almighty" there are several levels<sup>42</sup>
אלא שב"מפי הגבורה" יש כמה דרגות<sup>42</sup>

behold "the Holy Spirit" that is in Mishneh Torah is called in the category "his own mouth",

And it requires explanation: since the definition of the Written Torah
וצריך ביאור: כיון שגדרה של תורה שבכתב
(the Five Books of the Torah)
(חמשה חומשי תורה)
is that it is entirely "from the mouth of the Almighty"
הוא שכולה "מפי הגבורה"
(And in this it is different from the Prophets and the Writings, which also were said and written with prophecy or with the Holy Spirit,
(ובזה שונה היא מנביאים וכתובים שגם הם נאמרו ונכתבו בנבואה או ברוה"ק,
but they are not included in that same level of "from the mouth of the Almighty" like the Torah of Moshe<sup>43</sup>)

— if so, why were included in the Written Torah also the words of Moshe that were said

And one must say the explanation in this:

It is known what our Rabbis, of blessed memory, said
ידוע מה שאמרו רז"ל<sup>44</sup>
"Is there anything that is written in the Writings that is not hinted at in the Torah",
"מי איכא מידי דכתיבי בכתובי דלא רמיזי באורייתא",
and Rashi explained "And Moses did not hint it in the Torah,
ופרש"י "ולא רמזה משה באורייתא,
for the Chumash is the foundation of Prophets and Writings and in all of them there is support to find from the Torah".
שהחומש הוא יסוד נביאים וכתובים ובכולם יש סמך למצוא מן התורה".
And based on this, one can say,
ועפ"ז י"ל,
that just as for the content of the matters in Tanach "there is support to find from the Torah",
שכשם שלתוכן הדברים שבנ"ך "יש סמך למצוא מן התורה",
so too it is regarding the manner of revelation of the matters in Tanach,
כך הוא בנוגע לאופן התגלות הדברים שבנ"ך,
that in order for the name "Torah" to apply to them,
שכדי שיחול עליהם שם "תורה",
there must be a "foundation" for such revelation in the Torah of Moses itself.
צ"ל "יסוד" להתגלות כזו בתורת משה עצמו.
That is: the matters in the books of Prophets and Writings
כלומר: הענינים שבספרי נביאים וכתובים
(which were revealed through prophecy and the Holy Spirit)
(שנתגלו ע"י נבואה ורוה"ק)
are not only in the category of "words of a prophet"
אינם רק בגדר "דברי נביא"
(and the like),
(וכיו"ב),
but they are "Torah".
אלא הם "תורה".
Therefore the commandments in them,
שלכן הציוויים שבהם,
we are obligated to fulfill
חייבים אנו לקיים

from the obligation to listen to the words of the prophet,
מצד החיוב לשמוע אל דברי הנביא,
but)

from the obligation of the Torah to fulfill "words of the received tradition"
מצד חיוב התורה לקיים "דברי קבלה"
(except that they do not have the same severity as words of Torah,

And in this way we may also explain the words of the Zohar<sup>46</sup>
ובדרך זו יש לבאר גם דברי הזהר<sup>46</sup>
that Mishneh Torah is called "the Oral Torah" and it is the source of the Oral Torah
שמשנה תורה נק' "תורה שבע"פ" והיא מקורה של תושבע"פ
[and as explained in the book Megaleh Amukot<sup>47</sup>
[וכמבואר בספר מגלה עמוקות<sup>47</sup>
that "the matter of Mishneh Torah is on the secret of the Oral Torah that Israel received at the end of 40 years at their entry into the land",
ש"עניין משנה תורה היא על סוד תורה שבעל פה שקיבלו ישראל בסוף מ' שנה בכניסתם לארץ",
and this is also the hint in that "40 generations from Moses our teacher until Rabbi<sup>48</sup>

The connection of Mishneh Torah to the Oral Torah is understood based on what is explained in several places<sup>49</sup>

In the distinction between "from the mouth of the Almighty" in the first four books and "from the mouth of the Almighty" in Mishneh Torah,

That the first books were revealed by the Holy One, blessed be He,
דספרים הראשונים נתגלו ע"י הקב"ה,
Except that it was through the agency of Moses,
אלא שהי' באמצעותו של משה,
That the Holy One, blessed be He, placed the words in his mouth,
שהקב"ה שם את הדברים בפיו,
And Moses would copy them in writing,
ומשה הי' מעתיקן בכתב,
In a manner that Moses' intellect and comprehension did not intervene in the transmission of the words; but not so in Mishneh Torah,
באופן שלא התערבה דעתו והשגתו של משה במסירת הדברים; משא"כ במשנה תורה,
Even though also the words in Mishneh Torah were said "from the mouth of the Almighty",
אף שגם הדברים שבמשנה תורה נאמרו "מפי הגבורה",
Nevertheless, the revelation of the words was through Moses,
מ"מ התגלות הדברים היתה ע"י משה,
That Moses would speak on his own the words of the Lord which he comprehended in his intellect.
שמשה הי' מדבר מעצמו את דברי ה' אשר השיג בדעתו.
That is, the words of the Holy One, blessed be He, were clothed in Moses' intellect
והיינו שדברי הקב"ה נתלבשו בדעתו של משה
(And therefore Moses transmitted them to the children of Israel as if he were saying them "from his own mouth").
(ולכן מסרם משה לבנ"י כאילו הי' אומרם "מפי עצמו").
[And will be explained based on this the words of the Ra'avn<sup>50</sup>
[ויתבארו עפ"ז דברי הראב"ן<sup>50</sup>
That he explained that which the Sages said<sup>51</sup>
שפי' הא דאמרו חז"ל<sup>51</sup>
That "even one who does not expound juxtapositions elsewhere, in Mishneh Torah he does expound" — "and the reason is because the entire Torah was said from the mouth of the Almighty and there is no earlier and later, but Moses who arranged Mishneh Torah section after section did not arrange it except to be expounded."
ד"אפילו מאן דלא דריש סמוכים בעלמא במשנה תורה דריש" — "וטעמא משום דכל התורה מפי הגבורה נאמרה ואין מוקדם ומאוחר אבל משה שסידר משנה תורה פרשה אחר פרשה לא סידר אלא להדרש".
And it can be said that his intention is,
וי"ל דכוונתו היא,
That in the first four books<pg>43</pg>
שבד' ספרים הראשונים<pg>43</pg>
that the Holy One, blessed be He, placed His words in the mouth of Moses
שהקב"ה שם דבריו בפיו של משה
(without the intervention of Moses' intellect and comprehension),
(מבלי התערבות דעתו והשגתו של משה),
there is no necessity that there is a reason in Moses' intellect for the juxtaposition of the matters,
אין הכרח דאיכא טעם בשכלו דמשה בסמיכות הדברים,
and therefore he does not expound juxtapositions.
ולכן לא דריש סמוכים.
but not so in Mishneh Torah, where Moses comprehended the matters and their order in his intellect,
משא"כ במשנה תורה שהדברים וסדרן השיג משה בדעתו,
and of himself he would say the words of G-d which he comprehended,
ומעצמו הי' אומר את דברי ה' אשר השיג,
then necessarily the order of the matters is understood and comprehended,
א"כ בהכרח שסדר הדברים מובן ומושג,
and there is [room] to expound juxtapositions — "he arranged [them] only to be expounded"].
ואיכא למדרש סמוכים — "לא סידר אלא להדרש"].
And based on the above
וע"פ הנ"ל
(the side of the law)

it can be said,
יש לומר,
that the reason it was necessary for there to be such a matter in the Torah of Moses
שהטעם שהוצרך להיות ענין כזה בתורת משה
(that the revelation of the matters be in a manner that initially they were clothed in the intellect and comprehension of Moses our teacher)
(שהתגלות הדברים תהי' באופן שבתחלה נתלבשו בדעתו והשגתו של משה רבינו)
is — because this is the "foundation" for the nature of the Oral Torah.
הוא — כי זהו ה"יסוד" לגדר תורה שבע"פ.
Behold, regarding the Oral Torah we find a thing and its opposite: On the one hand,
דהנה בנוגע לתורה שבע"פ מצינו דבר והיפוכו: מחד גיסא,
its revelation
התגלותה
(aside from the matters that are a law to Moses from Sinai and came through tradition)
(מלבד הענינים שהם הלכה למשה מסיני ובאו בקבלה)
is through the Children of Israel,
היא ע"י בני ישראל,
who are the revealers of matters of the Oral Torah,
שהם המגלים עניני תורה שבע"פ,
through their study.
ע"י לימודם.
And in this, the opinion and comprehension of the student of Torah is necessary; but on the other hand,
ובזה מוכרחת דעתו והשגתו של לומד התורה; אבל לאידך,
the entire content of Torah study is to reveal the word of God.
כל תוכן לימוד תורה הוא לגלות דבר ה'.
That is: the halacha depends
כלומר: ההלכה תלוי'
(not on the understanding of man,
(לא בהבנת האדם,
but)
אלא)
that it is His will, blessed be He,
שזהו רצונו ית',
for the essence of Torah is — His wisdom, blessed be He,
כי מהותה של תורה היא — חכמתו ית',
except that the Holy One, blessed be He, gave it to the Children of Israel that they should reveal it through their understanding.
אלא שהקב"ה מסר אותה לבנ"י שהם יגלו אותה ע"י הבנתם.
And since all the definitions in Torah must have a foundation in the Torah of Moses,
וכיון שכל הגדרים שבתורה צ"ל להם יסוד בתורת משה,
therefore this matter — that the name Torah should apply
לכן ענין זה — שיחול שם תורה
("Torah of God")
("תורת ה'")
to a matter of wisdom that was revealed through the opinion and comprehension of a created man — is in the Torah of Moses,
על דבר חכמה שנתגלה ע"י דעתו והשגתו של אדם נברא — בתורת משה,
specifically in Mishneh Torah,
הוא במשנה תורה,
where also there exist these two extremes,
שגם שם ישנם שני קצוות אלה,
that it is the word of God that became clothed in the opinion and comprehension of Moses,
שהיא דבר ה' שנתלבשה בדעתו והשגתו של משה,
and through this, since there exists this definition in the Torah of Moses,
ועי"ז שישנו גדר זה בתורת משה,
it is drawn forth likewise in the entire Oral Torah<sup>52</sup>.
נמשך כן גם בכללות תורה שבע"פ<sup>52</sup>.
And this is also the reason,
וזהו גם הטעם,
that together with the recitation of Mishneh Torah — "in seventy languages he explained to them": just as through the recitation of Mishneh Torah Moshe effected that the comprehension of the Torah of a human being
שביחד עם אמירת משנה תורה — "בשבעים לשון פירשה להם": כשם שע"י אמירת משנה תורה פעל משה שהשגת התורה של בן אדם
(who learns according to the rules of the Torah)
(הלומד לפי כללי התורה)
becomes a part of the Torah of G‑d
נעשית חלק מתורת ה'
(and before one learns it one must recite the blessing of the Torah,
(וקודם שלומדים אותה חייבים לברך ברכת התורה,
"Who has given us His Torah")
"אשר נתן לנו את תורתו")
— so it is regarding the language in which one learns Torah,
— כך הוא בענין הלשון שלומדים בה תורה,
that "in seventy languages he explained to them" so that the category of Torah should apply also to the language
ש"בשבעים לשון פירשה להם" כדי שיחול גדר של תורה גם על לשון
(which is not a language that the Holy One "speaks in",
(שאינה לשון שהקב"ה "מדבר בו",
but a language)
אלא לשון)
of each and every nation,
עם ועם,
the languages of human beings,
לשונות בנ"א,
as above at length.

The aforementioned matter is particularly relevant to my revered father-in-law, the Rebbe — whose yahrzeit falls on the tenth of "the eleventh month"
ענין האמור שייך במיוחד לכ"ק מו"ח אדמו"ר — אשר יום ההילולא שלו חל בעשירי ל"עשתי עשר חודש"
(on the tenth of Shevat)
(בעשירי בשבט)
— that one of his innovations in the matter of revealing the inner dimension of the Torah
— שאחד מחידושיו בענין גילוי פנימיות התורה
(which in later generations was revealed in the teachings of Chassidus in general,
(שבדורות האחרונים נתגלתה בתורת החסידות בכלל,
and in the teachings of Chabad Chassidus in particular)
ובתורת חסידות חב"ד בפרט)
was,
הי',
that he exerted himself most greatly in the matter of translating books and discourses of the inner dimension of the Torah into seventy languages<sup>53</sup>,
שהשתדל ביותר בענין תרגום ספרי ומאמרי פנימיות התורה בשבעים לשון<sup>53</sup>,
so that the wellsprings of the inner dimension of the Torah should reach even to the outside literally,
כדי שהמעיינות של פנימיות התורה יגיעו עד לחוצה ממש,
also to those who not only are not connected to the Holy Tongue,
גם לאלה שלא זו בלבד שאינם שייכים ללשון הקודש,
but even not to the Yiddish language<sup>54</sup>.
אלא אפילו לא ללשון אידית<sup>54</sup>.
that this was a giving of power from him,
שזו היתה נתינת כח ממנו,
that also when one translates matters of the inner dimension of the Torah into letters of the language of nation and nation,
דגם כאשר מתרגמים עניני פנימיות התורה באותיות של לשון עם ועם,
holy they shall be,
קדושים יהיו,
and there is in them the virtues of the hidden aspect of the Torah,
ויש בהם המעלות של סתים דאורייתא,
that they arouse the hidden aspect of the soul,
שמעוררים סתים דנשמתא,
and connect the person with the hidden aspect of the Holy One, blessed be He
ומקשרים את האדם עם סתים דקוב"ה
(as explained in the Zohar<sup>55</sup>).

And from here we learn a lesson for practice,
ומכאן למדנו הוראה למעשה,
as we stand in Rosh Chodesh Shevat
בעמדנו בראש חודש שבט
(in which "Moshe began to explain this Torah" in seventy languages),
(אשר בו "הואיל משה באר את התורה הזאת" בשבעים לשון),
and approaching the day of the hillula of his holy honor, my master, father-in-law, the Rebbe,
ובקירוב ליום ההילולא של כ"ק מו"ח אדמו"ר,
who exerted himself in the translation of matters of the inner dimension of the Torah into seventy languages —
שהשתדל בתרגום עניני פנימיות התורה בשבעים לשון —
And that each one of us must go "in the straight path which He has taught us from His ways, and we will walk in His paths, etc."
ואשר כאו"א מאתנו צריך לילך "בדרך ישרה אשר הורנו מדרכיו ונלכה באורחותיו נס"ו"<sup>56</sup>

And particularly in this year

And the Torah promised that in forty years

Hashem gives you "a heart
נותן ה' לכם "לב<sup>58</sup>
to know and eyes to see and ears to hear",
לדעת ועינים לראות ואזנים לשמוע",
And as our Sages, of blessed memory,
וכמחז"ל<sup>59</sup>
that then a person stands on the understanding of his teacher,
שאז קאים אינש אדעתי' דרבי',
to engage in spreading the Torah in general,
לעסוק בהפצת התורה בכלל,
and in spreading the inner dimension of the Torah in particular,
ובהפצת פנימיות התורה במיוחד,
also to those who are on the outside,
גם לאותם הנמצאים בחוצה,
until they need to explain the Torah to them in seventy languages,
עד שצריכים לפרש להם את התורה בשבעים לשון,
And through "your springs will spread forth outward" comes the Master, King Moshiach<sup>60</sup>,
וע"י "יפוצו מעינותיך חוצה" קאתי מר דא מלכא משיחא<sup>60</sup>,
and He will lead us upright to our land — entry into the land<sup>61</sup>,
ויוליכנו קוממיות לארצנו — כניסה לארץ<sup>61</sup>,
in the true and complete redemption,
בגאולה האמיתית והשלימה,
speedily in our days, literally.
במהרה בימינו ממש.
